- This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a new requirement for a Contractor to investigate current emergency response procedures by local and State highway agencies on a national level, with a general focus on resource ordering, asset tracking and management, and a specific focus on the technological needs and gaps associated with their practices. The Contractor shall identify tools that may be readily modified to address the identified needs and gaps, and, where possible, further develop these into useable products. The objectives of this planned new contract are: (1) To investigate the methods, regulations, challenges, needs, and gaps regarding highway maintenance emergency response as it relates to asset management. The Contractor shall document best practices and develop case studies that include the tools that agencies are currently using, or have tried and subsequently modified or stopped using; (2) To develop a work plan for the development and/or further refinement of tools that will address the needs and gaps identified; and (3) To identify and develop open-source tools that are considered nearly ready for implementation and/or only needing slight modification from their existing version to enhance asset management in the context of emergency response (ER). Planned draft tasks are: Task 1: Kickoff Meeting; Task 2: Literature and Practice Review; Task 3: Document Best Practices, Needs and Gaps: Near-term and Farther-Term; Task 4: Development of Tools; Task 5: Develop TechBriefs for FHWA; Task 6: Webinars to Summarize and Share Findings; Task 7: Final Report and Presentation. The NAICS code for this requirement is 541330 with a small business size standard of $15 million. This competition is unrestricted / full & open. The RFP will be released and available electronically under solicitatin number DTFH6117R00016 at www.fbo.gov, on or about 2/21/2017, with an estimated proposal due date of on or about 3/24/2017. Estimated award date is on or about 6/1/2017. Interested parties may register at the www.fbo.gov to receive a variety of procurement announcements/notifications.
