Description
The U.S. Fish and Wildlife Service has a requirement for gate control at the Kealia Coastal Boardwalk located on North Kihei Highway in the coastal dune area of the Kealia Pond National Wildlife Refuge (NWR). Requirement to start on June 1, 2017 and run through May 31, 2018 and includes four (4) option years that will be exercised solely at the discretion of the Government. Project is a small business set-aside. Applicable NAICS code is 561612. Small business size is defined as $20.5 million or less annually when averaged over a three year period. A site visit is scheduled for Tuesday, February 21, 2017 at 10 AM local time. If interested, contractors should provide email notification to karl_lautzenheiser@fws.gov and meet at Kealia Pond National Wildlife Refuge, Milepost 6, Mokulele Hwy (Hwy 311), Kihei, HI 96753. Contractors should submit any questions on this project directly to Karl Lautzenheiser at Karl_Lautzenheiser@fws.gov later than close of business on Thursday, February 23, 2017. Questions will be consolidated and answers provided by issuance of an amendment directly thereafter. The following is an overview of the required tasks. 1. GENERAL: Kealia Coastal Boardwalk is located on North Kihei Highway in the coastal dune area of the Kealia Pond National Wildlife Refuge (NWR). Kealia Coastal Boardwalk is a 2,200 foot-long elevated boardwalk that provides visitors the opportunity to view Refuge wetlands, waterbirds and coastal dune habitat, and provides coastal access. The purpose of the boardwalk is to provide public access into an area that is sensitive to pedestrian and vehicular traffic, and prevent illegal entry onto the mudflats, an endangered Hawaiian waterbird nesting area. The Kealia Coastal Boardwalk gates are open from 6:00am-7:00pm and are closed overnight to discourage loitering and camping. 2. DEFINITIONS: N/A 3. SCOPE: Open and close the two Kealia Coastal Boardwalk gates, located in the parking lot, which provide overnight security to discourage loitering and camping. Two parking lot gates are to be opened at 6:00am and closed at 7:00pm daily, utilizing the locks on the premises. The gates are to be secured in their open or closed position and the locks are to be locked securely when the gate is opened or closed. It is the responsibility of the contractor to replace locks stolen from the negligence of leaving them hanging on the gate unlocked. Between the hours of 8:00am and 4:30pm there is to be one check of both gates to be sure they are secure. If there are vehicles parked in the parking lot at 7:00pm while closing/locking the gates, the contractor will: 1) Notify the vehicle occupants of the gate closure, if they are within a distance of the first kiosk on the boardwalk or in the parking lot area; 2) Leave a flyer, to be provided by Kealia Pond NWR, on the windshield of the vehicle(s) before locking the unattended vehicles in the parking lot. 4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The gate contract will commence on June 1, 2017 and run through May 31, 2018 and includes four (4) option years that are exercised solely at the discretion of the Government. 5. INSPECTION AND ACCEPTANCE: Government POC will inspect the gates control (opened (unlocked and secured) and closed (locked and secured) at regular intervals for compliance. Acceptance of delivered service contingent on satisfactory level of gate opening and closing daily per contracted scope of work. 6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: The Kealia Pond NWR will provide a flyer template to the contractor who will print and maintain copies of the flyer in the vehicles performing the gate opening and closing (unlocking and locking) services, to leave on unattended vehicles in the parking lot during gate closure. 7. AVAILABILITY: Contracted services will occur at the hour of 6:00am and the hour of 7:00pm daily, including all holidays. 8. TECHNICAL COORDINATOR: Courtney Brown, Park Ranger, Kealia Pond NWR, (808)268-6316 or courtney_brown@fws.gov. Basis for award will be ¿Lowest-Priced, Technically-Acceptable. ¿ Lowest priced proposal will be based upon the combined total cost for all bid items (base and all option years). If the lowest priced proposal is technically acceptable, award will be made and no other proposals evaluated. If the lowest priced proposal is not technically acceptable, the Service will evaluate the next lowest priced proposal and so on until a proposal is identified to be technically acceptable. In determining whether a proposal as technically acceptable, the offeror must submit the following information with their proposal submission for evaluation: 1. Past Performance: List past projects performed that are similar in nature to the Statement of Work with current points of contact and phone numbers (not-to-exceed three pages). The contractor is solely responsible for the accuracy of this information as the Government will not pursue incorrect contact data. 2. Technical capability of the item offered to meet the Government requirement (not-to-exceed 3 pages). List experience in similar projects of complexity and nature as described in the Statement of Work and associated documents. 3. Price (no page limit). Solicitation Number F17PS00271 with attachments is being posted with this synopsis notice with quotes due by 3 PM PST on Tuesday, March 7,2017. Quotes must be received by mail channels by no later that date/time or can be emailed to Karl_Lautzenheiser@fws.gov. No further notice will be posted on Fedbizopps.
