Description
The Government intends to issue a sole source (Rockwell Collins, CAGE 4V792) solicitation on or about 6 March 2017 with a close date of 14 April 2017 for the repair of several KC-135 Global Air Traffic Management components. Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per PR FD2030-17-00122 as follows: 1) This is a repair requirement; repair is the complete disassembly, cleaning, inspection, maintenance, reassembly, testing and finishing actions required IAW the end item's Air Force Technical Orders or OEM Acceptance Test Procedures to ensure the end item(s) is restored to a serviceable condition. 2) List of applicable CLINs: CLIN 0001: Repair of NSN: 6610-01-502-0350FL Noun: Computer Subassembly (Input Output Concentrator) PN: 822-1613-701 Item Dimensions: 10.0000" L x 10.0000" H x 12.0000" W, 9.5000 LBS Material Content: Various Metal and Plastics Item function: Provides input/output concentrator functionality for the IPC. Best Estimated Quantities: 300 EA Basic Year, 300 EA Option I, 300 EA Option II, 300 EA Option III, 300 EA Option IV CLIN 0002: Repair of NSN: 6610-01-501-3601FL Noun: Computer Subassembly (Digital Switching Module) PN: DSM-7010 / 822-1534-601 Item Dimensions: 12.0000" L x 12.0000" H x 10.0000" W, 14.0000 LBS Material Content: Metal, Plastic and Titanium Item function: Provides a LAN switching function for critical avionics data that is transmitted via Ethernet between various IPC modules, digital transfer units, and multifunction displays. Best Estimated Quantities: 1 EA Basic Year, 1 EA Option I, 1 EA Option II, 10 EA Option III, 30 EA Option IV CLIN 0003: No Fault Found NSN: 6610-01-502-0350FL 1 LT - To Be Negotiated CLIN 0004: No Fault Found NSN: 6610-01-501-3601FL 1 LT - To Be Negotiated CLIN 0005: NSN: Various Over & Above Repair (O&A) 1 LT- To Be Negotiated CLIN 0006: Item Unique Identification (IUID) 1 LT - To Be Negotiated CLIN 0007: Data 1 LT - Not Separately Priced 3) Required delivery referencing 2) above: Delivery for CLIN 0001 will be 20 each, 30 days ARO and assets, with early delivery acceptable. Delivery for CLINS 0002, 0003, 0004, 0005 will be 1 each, 30 days ARO and assets, with early delivery acceptable. Delivery for CLIN 0006 will be 1 each, as required. Early delivery is acceptable. Delivery for CLIN 0007 will be in accordance with DD1423. Early delivery is acceptable. 4) The Government is unable to create qualification requirements for this repair effort; therefore, it will be solicited as sole source to Rockwell Collins per the sole source authority at FAR 6.302-1. 5) In accordance with FAR 5.207(c)(16)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
