Description
SYNOPSIS - PACKING, CONTAINERIZATION AND LOCAL DRAYAGE The 341st Contracting Squadron, Malmstrom Air Force Base, Montana intends to issue a solicitation for commercial services for packing, containerization and local drayage of direct procurement method personal property shipments. The requirement will be restricted to small business entities for a firm fixed price contract. The North American Industry Classification System (NAICS) Code for this solicitation is 488991 and the small business size standard is $27.5M. The contractor will furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as government-furnished, for the preparation of personal property of Department of Defense (DOD) personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). Work to be performed will be those services in the schedules awarded to the contractor as outlined in individual Contract Line Item Number (CLIN) items. The requirement encompasses the entire state of Montana and is divided into 7 service areas. One solicitation will be issued for all seven (7) service areas. We may award multiple contracts from the solicitation, however, no more than seven (7) individual contracts will be awarded. Interested offerors are able to propose on one, some or all seven (7) service areas. A prospective offeror must be able to produce a DD Form 1811, Pre-Award Survey of Contractor's Facilities and Equipment, a DD Form 1812, Warehouse Inspection Report (with a recent passing grade), and proof of insurance (The contractor will maintain at least the minimum insurance coverage required as specified in the Federal Acquisition Regulation Part 28.307.2 Liability). Liability, throughout the contract period for the following policies: (1) Workmen's Compensation Insurance $100,000; (2) Comprehensive General Liability Insurance $500,000, and Automobile Liability Insurance $200,000. Each policy will contain an endorsement that cancellation or material change in the policy will not be effective until after a 30-day written notice is furnished to the contracting officer. Initial performance period shall run from 1 Jul 2017 through 30 Jun 2018, with four one-year option periods through 30 Jun 2022 and the possibility of six one-month option to extend services IAW Federal Acquisition Regulation (FAR) 52.217-8. The total contract period of performance will not exceed 5 years and 6 months. The resultant solicitation will be a competitive Request for Proposal (RFP) and up to seven awards will be made based on commercial procedures found in the FAR Parts 12 and 13. This synopsis is valid as of Federal Acquisition Circular (FAC) 2005-94. The RFP number will be FA4626-17-R-0007 and will be issued via FedBizOpps (FBO) as will any amendments to the solicitation. The anticipated date the RFP will be available is 22 Feb 17. Paper copies of the solicitation and amendments will not be mailed. The RFP will be available by electronic transmission ONLY. Potential contractors must be registered in System for Award Management (SAM), www.sam.gov to be eligible for award and must have current Representations and Certifications included in their SAM registration. The single source of entry for all documentation pertaining to this acquisition will be posted on the government procurement website at http://www.fedbizopps.gov. All interested parties are responsible for checking this website to ensure they have the most current information (i.e., amendments issued, changes to the Performance Work Statement (PWS), etc.).
