- EAST COAST CONFERENCE REGISTRATION DATE SHOWN ABOVE, SEE BELOW FOR WEST COAST CONFERENCE REGISTRATION INFORMATION. The Biological Technologies Office (BTO) of the Defense Advanced Research Projects Agency (DARPA) is sponsoring two Proposers Days for the planned proposer community in support of the Pandemic Prevention Platform (P3) program. A Proposers Day will be held on February 22, 2017 at the Crown Plaza Tysons Corner McLean Hotel in McLean, VA and another on March 2, 2017 at the Doubletree by Hilton Hotel San Diego Downtown in San Diego, CA. Advanced registration is required. The Proposers Day objectives are: • To introduce the science and technology community (industry, academia, and government) to the P3 program vision and goals; • To facilitate interaction between investigators that may have capabilities to develop elements of interest and relevance to P3 goals; and • To encourage and promote teaming arrangements among organizations that have the relevant expertise, research facilities and capabilities for executing research and development responsive to the P3 program goals. The Proposers Days will include brief overview presentations by government personnel, an information session to respond to questions from participants, "lightning" talks (three minutes, one PowerPoint slide), posters for potential proposers to highlight technical capabilities or to promote teaming, and private sidebar meetings between the DARPA government team and potential proposer teams. Participant presentations and sidebar meetings must be scheduled via the registration website. Attendance at this event is not a requirement for submission of a proposal or selection for funding. Information relayed during the Proposers Day will be made available on the BTO section of the DARPA Opportunities Page: http://www.darpa.mil/work-with-us/opportunities Program Objective and Description Eliminating pandemic outbreaks and mitigating the impact of a potential high threat biological agent release are national security priorities. The US military supports US Government responses to public health emergencies such as Ebola, which can cause regional destabilization and spread through global travel. Warfighters must also operate in regions where diseases like chikungunya and dengue are endemic, and even seemingly mild challenges like seasonal influenza affect force readiness. In addition to these naturally occurring threats, terrorists and other potential adversaries have a growing palette of biological tools to engineer new biological threats. Existing capabilities to respond to an outbreak and develop therapeutics often take years or even decades to achieve results. Recent examples of public health emergencies have demonstrated a national and global inability to develop effective preventive or therapeutic solutions in a relevant timescale when an infectious threat emerges. The threat of infectious agents on US and global national security can be mitigated if the DoD has the capability to rapidly deploy and impart near-immediate immunity to military personnel and civilian populations for known and newly emerging pathogens. The goal of P3 is to achieve an integrated capability that can deliver pandemic prevention countermeasures to patients within 60 days of an outbreak. P3 aims to revolutionize outbreak response by enabling rapid discovery, characterization, production, and testing of efficacious medical countermeasures. P3 will innovate in the following areas: (1) Generation of virus stock (including viral unknowns); (2) Rapid evolution of antibody candidates; and (3) Gene-encoded antibody delivery methods. Interested attendees are invited to present a brief one-slide PowerPoint summary of their interests and capabilities. These will be presented during a 3 minute "lightning" presentation at Proposers Day. Presentations consisting of multiple slides will not be granted a time slot. Attendees may also choose to present a poster, no larger than 4ft by 3ft, describing their research interests that will be available for viewing and interaction for the duration of Proposer's Day - those interested may submit both a lightning talk and a poster. Lightning talk and/or poster submissions will be accepted on a first-come basis until time constraints (lightning talks) or physical capacity (posters) is reached. The lightning talk slide and posters must be emailed to P3@darpa.mil no later than 12:00 PM ET on Thursday, February 16, 2017 for the McLean, VA Proposers Day or Friday, February 24, 2017 for the San Diego, CA Proposers Day. Registration Information PLEASE NOTE: Registration closes on February 16, 2016 at 12:00 PM ET (McLean, VA Proposers Day) and February 24, 2016 at 12:00 PM ET (San Diego Proposers Day) There will be a $45 registration fee for the McLean, VA workshop and a $80 registration fee for the San Diego workshop. Registration is limited by the venue capacity, and early registration is strongly recommended. Teams are limited to two attendees. The registration cutoff date is February 16, 2017 (McLean, VA) or February 24, 2017 (San Diego, CA) or once attendance capacity is met, whichever comes first. There will be no on-site registration. Potential proposing teams are permitted to attend both Proposers Days, however, all DARPA content and materials will be the same at both events and all FAQ's will be posted to the DARPA Opportunities Page. An online registration form, foreign national visit request form, and various other meeting details can be found at the registration website, http://www.cvent.com/d/9vqy52. All attendees are required to present government-issued photo identification upon entry to the event. Non-US citizens are required to submit a DARPA Form 60 "Foreign National Visit Request," which is available on the registration website. The completed DARPA Form 60 must be uploaded to the registration website by February 16, 2017 (McLean, VA) or February 24, 2017 (San Diego, CA) at 12:00 PM ET. This announcement is not a request for proposals and any so sent will be disregarded. This SN is issued solely for information and potential new program planning purposes; the SN does not constitute a formal solicitation for proposals or proposal abstracts.
