- Opportunity to Acquire a FMTV B-Kit Armor Package (Opening) In order to assist in proposal preparation for the upcoming single award best value competitive source selection, the Government is notifying interested parties of the opportunity to acquire a Family of Medium Tactical Vehicles (FMTV) B-Kit Armor package(s) via direct purchase from the current manufacturer of the B-Kit (Ibis Tek, LLC). Interested parties are notified that the Government makes no guarantees, implied or otherwise, of price and availability of the B-Kit Armor package. Additionally, the Government will not fund nor reimburse any offerors for costs associated with this direct purchase. The FMTV B-Kit Armor package is available in the following two configurations: FMTV 58 Gallon B-Kit (NSN 2540-01-552-7805) FMTV 78 Gallon B-Kit (NSN 2540-01-576-3447) (Eligibility) To be eligible to receive a B-Kit Armor package, interested parties must be a prime contractor that intends to submit a proposal responding to Solicitation Number W56HZV-16-R-0024 in its entirety. Additionally, interested parties must have a valid Facility Clearance (FCL) and Safeguarding Level of SECRET or higher. (Instructions for Submitting Requests) Interested parties meeting the eligibility requirements listed above and interested in obtaining B-Kit Armor Package(s) directly from the B-Kit current manufacturer shall first obtain approval from the PCO. Offerors shall submit a request to the PCO, Ms. Lisa Jones, at usarmy.detroit.acc.mbx.fmtv-a2@mail.mil with a signed letter containing the following: 1. An affirmative and unequivocal statement of the interested parties' intentions to submit a proposal in response to Solicitation Number W56HZV-16-R-0024 in its entirety. 2. The interested parties' CAGE code for the Government to confirm the interested party has a valid FCL and Safeguarding Level of SECRET or higher. (Procedures) Upon verification that the interested party meets the eligibility requirements listed in this notice, the PCO may provide the interested party with a written approval to obtain B-Kit Armor Package(s) directly from the B-Kit manufacturer. The approval will provide contact information for the B-Kit manufacturer. Upon receipt of PCO's written approval, it is the interested parties' responsibility to contact the B-Kit manufacturer. Outside of providing the approval to obtain the B-Kit armor package directly from the manufacturer, the Government will not be a party in the transaction and holds no responsibility or liability for the agreement between interested parties and the B-Kit manufacturer. (Terms) Parties who are interested in obtaining B-Kit Armor Package(s) via direct purchase are hereby notified that the B-Kit manufacturer intends to include the following terms in direct sale agreements, in addition to any terms it deems necessary, pursuant to this notice: 1. Should the B-Kit Armor Package be utilized for destructive testing or manipulated in any way in which the armor package may become damaged or altered, the events shall be performed at a Government site. 2. The B-Kit Armor Package is ITAR controlled under Category VII of the United States Munitions List and is considered a sensitive item. Therefore, it is limited to U.S. persons in accordance with federal law and regulations. Additionally, interested parties must adhere to the PEO CS&CSS Armoring Systems Security Classification Guide (SCG)** along with DoDI 5230.24 for distribution controls. **Note: The PEO CS&CSS Armoring Systems SCG is provided as an attachment to this announcement and is marked with distribution controls. In order to access the document, interested parties must be certified in the Joint Certification Program (JCP), and if not previously submitted under this solicitation, submit a Non-Disclosure Agreement (NDA) signed by the data custodian identified in JCP. 3. In the event that an interested party acquires a B-Kit Armor package and is not selected for award under Solicitation Number W56HZV-16-R-0024, the B-Kit Armor package shall be returned to the Government for DEMIL within 60 days of a contract award being made.
