- J&A Pre-Solicitation Synopsis FA8224-17-R-CAST CAST Navigation LLC Maintenance and On- Call Repair of the Cast 3500-3 EGI 524th EMXS DATE: 06 Feb 2017 NOTICE OF INTENT TO SOLE SOURCE: This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation for service or supplies. The award notice for this requirement will be posted under the same reference number as stated above. It is the contractor's responsibility to monitor FedBizOpps on a regular basis for the solicitation along with any amendments. The Operating Location: Hill (OL: H), Specialized Contracting Office (PZIMB), intends to negotiate with Cast Navigation LLC, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, to procure a service for the CAST EMT 3500-3 maintenance test system at Hill Air Force Base. Services include but not limited to telephone technical assistance support, general on-site maintenance, and part replacement as needed. DESCRIPTION OF SERVICES. This requirement is to provide services for the CAST EMT 3500-3 maintenance test system in support of 524 EMXS Hill AFB, UT. Maintenance shall include preventative and emergency maintenance. Preventative maintenance includes fault isolation, hardware, repair, functional configuration, audit check, and installation of new hardware as required in accordance with original equipment manufacturer specification. Emergency maintenance includes unscheduled repairs within 72 hours from contact. BASIC SERVICES. Line Item #0001 Maintenance and On-Call Repair of CAST 3500-3 EGI The contractor shall provide all personnel, equipment, tools, parts, labor, and materials necessary to maintain three non-upgraded CAST EMT 3500-3 Maintenance Test System for the basic year and all five CAST EMT 3500-3 Maintenance Test Systems for the four option years. Maintenance should be in accordance with Original Manufacturer Specifications. The Government will notify the contractor via telephone when an error occurs. The contractor shall respond to wage leader or above within a half day. The contractor shall repair the test stand to a fully mission capable status. In the event of a failure for any component or software, the system shall be shipped to CAST, at contractor expense, for repair or replacement parts as required to maintain systems in working order. Then the component shall be shipped back to 524 EMXS by the contactor, at the contractor's expense. The contractor shall be required to update, change, and modify software to meet mission requirements. The government retains all data rights to software that is created, revised, or updated. After maintenance or repairs are completed, the contractor shall perform a complete check of all test stand functions, support equipment, or test stand adaptors. The contract shall provide detailed records of all diagnoses, repairs, and solutions for failures found on the CAST EMT 3500-3 maintenance test system to the COR within ten business days of work completion.
