- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors are encouraged to check the Federal Business Opportunity (FEDBIZOPS) website at http://www.fedbizops.gov for any amendments to this combined synopsis/solicitation. Quotes are due no later than 2:00 PM EST on Tuesday, February 14, 2017. The Request for Quotation (RFQ) number is N66604-17-Q-1017. This procurement is 100% total small business set-aside as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System Code (NAICS) for this acquisition is 488390. The Small Business Size Standard is $38.5M. The Product Service Code (PSC) is 2090. Background: The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has a requirement for a boat-deployed counter unmanned underwater vehicle (C-UUV) net capability. The solution will stop an unwanted unmanned underwater vehicle (UUVs) from entering an area of a protected asset. The intent is to vector a response boat to the UUV trajectory and quickly deploy a net that will descend to the bottom and capture the UUV. The system must be easily mounted to a variety of boat transoms using temporary ratcheting straps or other suitable means. The intent is for the net system to be employed in a variety of locales depending on the deployed location, it will not be permanently mounted to any one boat. NUWCDIVNPT intends to procure on a Firm-Fixed Price Basis, (2) two each Unmanned Underwater Vehicle Interception Net system with the following minimum specifications: Mono filament Nylon Net suspended from a floating rope and ballasted with a weighed rope. 200' long 20' deep with a Storage container, composite box with an integrated deployment chute. Delivery date: Six (6) Weeks after receipt of order. Minimum Specifications - Under 150 pounds - Stowed system must be less than 50 inches by 25 inches by 21 inches. - On-boat system must be less than 98 inches by 25 inches by 21 inches. - Install on transom/gunnel of a boat within 30 minutes. - Angle of incidence between gunnel and system adjustable between 0 and 30 degrees. - Net must not have any flipping or entanglement during deployment. - Net to be manually deployed by one crewmember. - Net must be deployed by a boat travelling at 15 MPH within 40 seconds to depth with zero net entanglement. - Net must be able to arrest a medium size UUV ( 13 inch diameter by 10 feet, approximately 500 lbs. in air) travelling at 5 knots. - System must be reusable for a minimum of 20 deployments. - Net must be reloaded into deployment system by 2 persons in less than 45 minutes (for reuse). - Net is to be 200 feet long and 20 feet in depth (+/- 2%). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 19 Jan 2017. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items, applies to this solicitation. The provision at FAR 52.212-2, Evaluation -Commercial Items applies to this solicitation. The provision of FAR 52.212-3 Offeror Representations and Certifications Commercial Items apply to this solicitation. Clauses FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items apply to this solicitation. 52.212-2, Evaluation - Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability of item offered to meet the Government requirement. (Offeror must submit a quote that meets the minimum specifications) (iii) Past Performance - the Government will use the Past Performance Information Retrieval System (PPIRS) Statistical Reporting (SR) to evaluate an Offeror's past performance in conjunction with Offeror supplied references, where negative information regarding delivery or quality data on previous awarded contracts may render a quote being deemed technically unacceptable. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9 Payment will be through Wide Area Workflow (WAWF) see DFAR Clause 252.232-7006, Wide Area Work Flow Payment Instructions. Vendors must be registered in the System for Award Management (SAM) prior to award. Registration information can be found at www.sam.gov. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. The Government may consider past performance information. Offerors shall include the following information with submissions: - Prices including Shipping Charges - Delivery date/terms - Details/Specification on how quote will meet the minimum requirements -Point of contact (including phone number and email address) -Contractor CAGE Code All timely quotes will be considered. Quotes are due no later than 2:00 PM EST on February 14, 2017. Quotes must be submitted via email to karen.sampson@navy.mil.
