Description
Technical Exhibit III Technical Exhibit II Technical Exhibit I Performance Work Statement Sources Sought Document Testing and Maintenance Services for Six (6) Emergency Generators and Automatic Transfer Switches in accordance with the following draft requirements: DRAFT REQUIREMENTS: 2.1 Preventive Maintenance/Inspection and Testing/Incidental Repairs: The Contractor shall perform all preventive maintenance/inspection and testing/incidental repairs of the systems and equipment listed at Technical Exhibits 1 and 2 (Attachments), which identify the types of equipment and their locations at ALC. The routine maintenance and operational testing program shall be based on the manufacturer's recommendations and the latest edition of the National Fire Protection Association (NFPA) 110 "Standard for Emergency and Standby Power Systems", 111 "Standard on Stored Electrical Energy Emergency and Standby Power Systems", 70B "Recommended Practice for Electrical Equipment Maintenance", 70E "Standard for Electrical Safety Requirements for Employee Workplaces", Unified Facilities Criteria(UFC), National Electric Code(NEC), International Building Code(IBC), and all other Federal, State, and Local laws and regulations. 2.1.1 The date and time of day for required testing shall be decided by the government, based on facility operations. 2.1.2 Emergency power supply system (EPSS) components shall be maintained and tested by qualified person(s). 2.1.3 Equivalent loads used for testing shall be automatically replaced with the emergency loads in case of failure of the primary source. 2.1.4 A written schedule for routine maintenance and operational testing of the EPSS shall be established. A permanent record of the EPSS tests, exercising, operation, and repairs shall be maintained and readily available. 2.1.5The permanent record shall include the following: 2.1.5.1The date of the maintenance report. 2.1.5.2Identification of the servicing personnel. 2.1.5.3Notation of any unsatisfactory condition and the corrective action taken, including parts replaced. 2.1.5.4Testing of any repair for the time as recommended by the manufacturer. 2.1.6The operational test shall be initiated at an ATS (Automatic Transfer Switch) and shall include testing of each EPSS component on which maintenance or repair has been performed, including the transfer of each automatic transfer switch to the alternate power source, for a period of not less than 30 minutes under operating temperature. 2.1.7Diesel generator sets, all generators except the one located in building 601, shall be exercised monthly with the available EPSS load and shall be exercised annually with supplemental loads at not less than 50 percent of the generator nameplate kilowatt (kW) rating for 30 continuous minutes and at not less than 75 percent of the EPS (Emergency Power Supply) nameplate kW rating for 1 continuous hour for a total test duration of not less than 1.5 continuous hours. 2.1.8Spark-ignited generator set, like the one located in building 601, shall be exercised at least once a month with the available EPSS load for 30 minutes or until the water temperature and the oil pressure have stabilized. 2.1.9The generator test shall be initiated by simulating a power outage using the test switch on the ATS or by opening a normal breaker. 2.1.10Load tests of generator sets shall include complete cold starts. 2.1.11Time delays shall be set as follows: 2.1.11.1Time delay on start 1 second minimum and 0.5 second minimum for gas turbine units. 2.1.11.2No minimum is required for time delay on transfer to emergency. 2.1.11.3Time delay on restoration to normal shall be set to 5 minutes minimum. 2.1.11.4Time delay on shutdown shall be set to 5 minutes minimum. 2.1.12Transfer switches shall be operated monthly. The monthly test of a transfer switch shall consist of electrically operating the transfer switch from the primary position to the alternate position and then a return to the primary position. 2.1.13Transfer switches shall be subjected to a maintenance and testing program that includes all of the following operations: 2.1.13.1Checking of connections 2.1.13.2Inspection or testing for evidence of overheating and excessive contact corrosion. 2.1.13.3Removal of dust and dirt 2.1.14EPSS circuit breakers including main and feed breakers between the generator and the transfer switch load terminals, shall be exercised annually with the generator in the "off" position. Circuit breakers should be tested under simulated overload conditions every 2 years. 2.1.15Maintenance of lead-acid batteries is performed in-house and not part of this performance work statement. 2.1.16A fuel quality test shall be performed at least annually using ASTM D 975 Standard Specification for Diesel Fuel Oils. Inferior fuel shall be removed and disposed off site. 3 Procedures 3.1 Operation and Testing Procedures: The Contractor shall follow the manufacturer's written procedures and the following as a minimum: 3.1 Perform maintenance per Maintenance Schedule 3.2 Record running time meter (RTM) reading at start and end of test. 3.3 Simulate normal power failure from a "cold start" by use of the test switch in automatic transfer switch or by opening normal power supply to EPSS. 3.4 Observe and record time delay (T/D) on start. 3.5 Record cranking time (terminates when engine starts). 3.6.Transfer load to generator. 3.7 Record alternating current (AC) voltage, frequency, amperage, kW. 3.8.Record initial oil pressure and battery-charging rate. 3.9 Record oil pressure, battery-charging rate, and water or air temperature after 15 minutes running time. 3.10 Return test switch to normal or reestablish normal power supply at such time to cause a minimum running time of 30 minutes under load. 3.11 Record prime mover and ac instruments just prior to transfer. 3.12 Record time delay on retransfer. 3.13 Record time delay on shutdown for units so equipped. 3.14 Place unit in automatic operation mode. 6 Deliverables: 6.1 Schedule of Work: The Contractor shall provide a schedule of work that incorporates all maintenance tasks and their corresponding frequencies. A draft copy of this schedule shall be provided to the Contracting Officer's Representative (COR) two (2) weeks after contract award. The COR will return the schedule, with input/comments, to the Contractor within seven (7) days of receipt of the submission. The Contractor shall submit the final schedule, for approval, within seven (7) days of receipt of the schedule with COR comments. The schedule of work shall be approved before work begins. This deliverable applies to the base year of the contract, and each individual option year exercised. 6.2 Accident Prevention Plan: The Contractor shall develop an accident prevention plan in accordance with EM 385-1-1, Appendix A, and provide a draft copy to the COR two (2) weeks after contract award. The accident prevention plan will be reviewed for completeness and compliance with OSHA and EM 385-1-1. The COR will return the accident prevention plan, with input/comments, to the Contractor within seven (7) days of receipt of the submission. The Contractor shall submit the final accident prevention plan, for approval, within seven (7) days of receipt of the plan with COR comments. The accident prevention plan shall be approved before work begins. 6.3 Quality Control Plan: The Contractor shall prepare and deliver a quality control plan, respective of the Quality Control Program (see section C.1.4 of the PWS), to include a schedule, to the COR for review within two (2) weeks after contract award. The COR will return the quality control plan, with input/comments, to the Contractor within seven (7) days of receipt of the submission. The Contractor shall submit the final quality control plan, for approval, within seven (7) days of receipt of the plan with COR comments. The quality control plan shall be approved before work begins. 6.4 Test Report: The Contractor shall document all results and findings of the preventative maintenance in accordance with the requirements of NFPA 70B, 2016 edition. The Contractor shall provide these results in a test report three (3) weeks after the scheduled maintenance is completed and prior to contract expiration.
