Description
Department of Defense (DOD) policy requires that all military Medical Treatment Facilities (MTFs) be reimbursed for the provision of medical services rendered to authorized DOD beneficiaries who have other health insurance (OHI) coverage; or, who became ill or injured due to negligence. To comply with this policy the Regional Health Command- Atlantic of the U.S. Army Medical Command is undertaking this exploration of interest from industry in the provision of Third Party Collection Program (TPCP) services to the Command. The principal objective of this program is to ensure the efficient facilitation of reimbursement to the United States by all third party payer/insurance entities who are obligated to pay the United States the costs of health care provided in any Government facility of the uniformed services to non-active duty uniformed services beneficiaries who are covered by OHI plans. It is intended that the TPCP will achieve the timely and accurate discovery, calculation, assessment, and collection from third party payers reimbursements for such medical services. The contract will be an indefinite delivery indefinite quantity (IDIQ) personal services type contract with firm fixed rates. Services will be required beginning on 1 July 2017 for a base period of 12 months and will include four 12-month option periods (ending 30 June 2022). This will be a single award contract. This acquisition is being offered for Full and Open Competition. NAICS Code 524292, Size Standard $20.5M. All responsible offerors may submit an offer which shall be considered by the Agency. Release of the solicitation is scheduled on or after 22 February 2017. The solicitation and all amendments will be posted to FedBizOpps (https://www.fbo.gov/). It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. Inquiries about the solicitation will not be responded to until the solicitation has been released. To be eligible for award, prospective offerors must be registered in the System for Award Management (SAM) database.
