- The National Aeronautics and Space Administration (NASA) Stennis Space Center (SSC) plans to issue a Request for Proposal for up to (24) Indefinite Delivery Indefinite Quantity Multiple Award Construction Contracts (MACC) which will be referred to as the MACC-II. This Regionalized MACC-II contract has an anticipated composite value of a $3 Billion and shall support both Construction and Design/Build Services at John C. Stennis Space Center (SSC), Johnson Space Center (JSC) including White Sands Test Facility (WSTF) Las Cruces, New Mexico, Kennedy Space Center (KSC), Marshall Space Flight Center (MSFC), including Michoud Assembly Facility (MAF) Located in New Orleans, Louisiana. The MACC-II contract will be used for future construction and design build requirements at each of the above centers or any other location within the Southeastern Region. All questions or concerns regarding this solicitation shall be directed to Charles.J.Heim@nasa.gov. Work under the MACC-II shall be performed in the general construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, new building construction, demolition, United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects, and design/build projects. Work may also include design/build projects as well as new construction of buildings or facilities to include some or all of the above elements of work. Work to be performed under the MACC-II may include but is not limited to any of the disciplines listed in North American Industry Classification System (NAICS) codes as follows: Sector 23 Construction, Subsection 236 Construction of buildings size standard $36.5 Million, Subsection 237 Heavy and Civil Engineering Construction, size standard $36.5 million. The NAICS Code and small business size standard for our initial seed projects is 236210 and $36.5 million, respectively. Contractors will be expected to accomplish a wide variety of construction projects. Specific projects will be defined in each of the subsequently issued task orders and will vary in size scope and complexity. The initial solicitation will include a requirement for each participating Center Johnson, Kennedy, Marshall, and Stennis Space Center. This solicitation shall utilize full and open competition. NASA, SSC anticipates awarding up to a total of 24 IDIQ contracts. Twenty of the proposed IDIQ contracts will be reserved for small businesses in various socio economic categories. Up to four awards are to be made to contractors in the full and open category. Offerors competing for the full and open awards shall provide with their proposal a signed letter, from an approved surety, stating the offeror has, as a minimum, both a current bonding capacity for this acquisition of at least $100 million (per project) and at least $1 billion for the aggregate project amount. The 20 Small Business awards are reserved in the various categories as follows; up to four awards are reserved for small business contractors, up to four awards are reserved for HUBZone small businesses certified by the SBA, up to four awards will be reserved for Women-owned Small Business, up to four awards will be reserved for contractors participating in the Service Disabled Veteran Owned Small Business (SDVOSB) category and up to four awards will be reserved for 8(a) participants. All offerors competing for a contract reserved for the 20 various small businesses shall provide a signed letter from an approved surety, stating the offeror has both a minimum bonding capacity per project of at least $10 Million and at least $30 Million aggregate. 8(a) Participants must submit with their proposal a letter from their servicing SBA office stating their eligibility as it corresponds to NAICS Code 236210 required for this solicitation, and HUBZone offerors must submit with their proposal a letter from the SBA certifying their eligibility for HUBZone status. Contractors responding to this notice to perform the contract as small business joint ventures shall use the procedure described at the Small Business Administration (SBA) web site. The SBA URL is www.sba.gov, and the keyword search is Joint Venture and or Mentor Protégé. The program total value for all IDIQ contracts to be awarded is Not to Exceed $3,000,000,000 over an eight year period. There is no yearly or per contractor limit except for the eight year maximum; this will allow all contractors to be available for competition of future task orders until the cumulative ceiling is reached. Task Orders will be firm fixed priced. The Request for Proposal shall include a seed project from each of the four major centers, Kennedy, Johnson, Marshall and Stennis Space Center. Offerors are expected to demonstrate their ability to perform at each center by submitting a price for each centers seed project. Evaluation and selection for award of the 24 IDIQ contracts will be based on the overall total cost for all four seed projects for the work to be performed at Kennedy Space Center, Johnson Space Center, Marshall Space Flight Center, and Stennis Space Center. Only the successful 24 MACC-II Contract Awardees will then be considered for award for each centers task. Each center will award their respective task order based on the lowest price technically acceptable MACC-II awardee for each centers task. All other successful MACC-II contract awardees will receive a task order for the guaranteed minimum of $5,000.00. The seed projects are as follows: A synopsis of the work required at each center is as follows: Stennis Space Center Project entitled: "Electrical Repairs to Canal Lock Controls". The work required is identified in the contract drawings and these specifications and requires a lump sum Base Bid. The work to be performed under this project consists of providing the labor, equipment, tools and materials necessary to complete the construction and/or repair and modify of electrical utility equipment at Building 2311 and equipment utility and control for lock gates at Building 2310. The work will also include the procurement and installation of equipment provided new by the contractor as indicated and required for the provision of fully function systems. The types of equipment include but are not limited to transformers, motor control enters, cables, switches, switchboard control systems, consoles, lights, valves, new ductbank, piping, electrical cabinets, concrete, pavement and demolition. Much of the work is in confined spaces. All termination on main control board, consoles, and testing shall be performed by manufacturer's technicians. Additional details are in the specification and drawings to be provided by the government. The period of performance for the base bid item is 365 calendar days after receipt of the Notice to Proceed. The order of magnitude for the seed project is between $1,000,000 and $5,000,000. Kennedy Space Center Project entitled: "Water/Wastewater Phase 6". The work required is identified in the contract drawings and these specifications and requires a lump sum Base Bid. This project provides for the installation of a new booster pump station to replace the existing city water W-1 Pump Station at KSC, and for installation of water meters at various locations throughout the Center. The new pump station will be installed while the existing pump station is in operation and, once activated, the old pump station will be demolished. This project is the sixth and last phase of an extensive effort to repair KSC's 50+ year old water and waste water system. The pump station is the final piece of the phased design package to bring the KSC water and waste water systems up to code and avoid major unplanned outages due to component failures. The new pump station will improve water pressure throughout the KSC water system, as well as provide better reliability of the system. This project will improve the water age and quality of potable water in the system. Installation of meters is instrumental to managing water usage and helps establish accurate charging protocols for tenants. The period of performance for the base bid item is 512 calendar days after receipt of the Notice to Proceed. The order of magnitude for the seed project is between $1,000,000 and $5,000,000. Marshall Space Flight Center Project entitled: "Revitalize Building 4619 Mechanical Systems." The work required is identified in the contract drawings and these specifications and consists of the lump sum Base Bid with 5 additive bid items. The work to be performed under this project consists of providing the labor, equipment, and materials to perform the renovation of the offices, laboratories, and high bay areas HVAC systems in building 4619 at the Marshall Space Flight Center in Huntsville, Alabama. This work shall include changing the heating source for the building from steam to natural gas. The existing steam to hot water converters will be demolished and replaced with natural gas boilers. The revitalization will also replace the existing piping and ductwork to the air handling units. The period of performance for the base bid item is 730 calendar days after receipt of the Notice to Proceed. The order of magnitude for the seed project is between $5,000,000 and $10,000,000. Johnson Space Center Project entitled: "Repair Sanitary Sewer System" The work required is identified in the contract drawings and these specifications and requires a lump sum Base Bid. The project involves repair, replacement, and rehabilitation of approximately 28,000 linear feet of the site wide sewer distribution system at NASA, Johnson Space Center in Houston, Texas. The system consists of 6-inch to 18-inch sanitary sewer pipe of various materials. The construction work will involve excavation up to 20' depths to remove and replace segments as well as alternate methods to repair and rehabilitate the sanitary sewer system in place. These alternate methods for the required repair and rehabilitation effort include cured-in-place pipe, grease removal, root cleaning, pipe bursting, segment point repairs, and slip-lining. The construction options were selected to keep service interruption to a minimum and allow facilities to remain operational throughout the construction. In addition to the standard work items, the contractor shall determine the need for trench dewatering and by-pass pumping to complete a sanitary sewer line replacement or repair as identified on the contract drawings. The period of performance for the base bid item is 600 calendar days after receipt of the Notice to Proceed. The order of magnitude for the seed project is between $5,000,000 and $10,000,000. The anticipated release date of the RFP is on or about February 28, 2017, with an anticipated bid closing date of on or about May 23, 2017. The firm date for receipt of bids or offers will be stated in the RFP. Offerors are urged and expected to inspect the site where the work will be performed. Organized site visits has been tentatively scheduled at each location as follows: (Note: All times listed are the respective centers' local time.) Stennis Space Center, Date March 14, 2017 Time: 9:00AM and 1:00PM (CST) Johnson Space Center Date, March 21, 2017 Time: 9:00AM and 1:00PM (CST) Kennedy Space Center, Date March 28, 2017 Time: 9:00AM and 1:00PM (EST) Marshall Space Flight Center Date, April 04, 2017 Time: 9:00AM and 1:00PM (CST) Details will be provided in the solicitation instructing participants to meet at the centers designated meeting location. Two site visits times are scheduled at each location to ensure everyone has an opportunity to view the site. You may only attend one (AM or PM) site visit at each location, and no other site visits will be scheduled or held. NASA Clause 1852.215-84, Ombudsman, is applicable.
