- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR 13.501. U.S. Customs and Border Protection (CBP) intends to solicit and negotiate directly with ARINC Incorporated (d/b/a Rockwell Collins Information Management Services) for services to electronically transmit airline data to CBP. The CBP Office of Information and Technology (OIT) Enterprise Data Management and Engineering Directorate (EDMED) has a continuing requirement to electronically obtain Passenger Name Records (PNR), air cargo manifests, and other airline-related data and messaging in support of CBP's mission, and statutory and regulatory requirements, to screen people and cargo entering and exiting the United States. CBP currently has approved and provides four secure network options to support the establishment of network connectivity between the carrier industry partners and DHS: (1) CBP Multi-protocol Label Switching (MPLS) Network; (2) ARINC; (3) SITA; and (4) Internet Virtual Private Network (VPN). ARINC has commercial agreements with a large group of air carriers. Therefore, CBP must subscribe to AIRINC's services to have access to the entire commercial air carrier community that is required to support our anti-terrorism mission. This requirement is for a base year plus four one-year options. No formal solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement which will be considered by the agency. Any such documentation must be received by 4:30 pm Eastern Standard Time on February 20, 2017. All documentation must be submitted via email. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these services. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
