There is anticipated to be a full and open competitive procurement spanning FY2018 through FY2022 for twelve (12) months of development and first-article testing effort with four follow-on option years for production, and with potential deliveries extending out to FY2024. Manufacturing capabilities must support two (2) to five (5) systems per year for new construction ships, and additional systems to retrofit into the fleet (ideally installed as an engineering change kit and not a complete reinstallation effort). Upon award, Classified (up to Secret) facilities for handling and storing hardware, documentation, and test software may be required. Upon request, the Government can provide environmental and acoustic test facilities for initial environmental qualification testing and subsequent testing as required. Background The current US Navy capability, known as the AN/SLQ-25 system (commonly referred to as Nixie), is a towed electro-acoustic decoy system with built-in redundancy that consists of: towed bodies, tow cables, an over-boarding system, electronics cabinet (with an integrated operator display), and remote operator display. The current capability is a standalone system that has been fielded on over 150 United States Navy ships and a similar number of foreign navy vessels. The AN/SLQ-25 system employs an acoustic projector housed in each of two towed bodies which are attached to a dual drum winch via a tow cable. The tow cable and towed body are deployed and retrieved using an over-boarding system consisting of the dual drum winch, fleet angle compensators, deck sheaves and fairleads. A shipboard electronics cabinet provides signal processing capabilities and operator displays provide the man-machine interface for operational and maintenance functionality. The electronics cabinet hardware architecture has significant obsolescence issues; that cabinet and the towed body are strong candidates for redesign. Other components have more stable architectures and may be built in the current configuration. The system, in particular the over-boarding system, has well established ship's interfaces for power, space and weight. Therefore, it is required that any new design stays within these constraints to minimize impacts to cost and schedule for new ship design and construction, as well as to allow for a more affordable approach to replacing in-service systems as part of the overall obsolescence resolution approach. Proposed designs for either the electronics or the over-boarding system would be subject to the appropriate environmental qualification testing to ensure shipboard requirements are met. Technical Data The NAVSEA Program Executive Office (PEO) Submarines (SUB), Undersea Defensive Systems Program Office (PMS-415) is providing a technical presentation and data associated with this RFI for informational purposes only. These UNCLASSIFIED documents will be made available via AMRDEC Safe Access File Exchange (SAFE). No classified documents will be provided with this RFI, but will be made available when a Request for Proposal is issued. The technical data, provided includes an informational slide package, draft specifications, and current drawing configurations at the system and component levels. Considering the technical data, respondents are requested to provide the following information on any of the following: I. Identify whether the response is for a single component or the entire system. II. Describe your capabilities and experience with assembly and production of complex electronic, mechanical and/or acoustic systems and components including any applicable information relating to test processes, subcontractor/vendor management, and manufacturing process controls. III. Describe how you would approach (i.e., partnerships, in house, subcontracting, vendors) and manage the production along with similarities to other ongoing contracts and available capacity. IV. Identify the critical corporate capabilities and certifications that would aid the design and delivery of the AN/SLQ-25 system. Examples of capabilities and certifications include knowledge of information assurance and anti-tamper requirements, quality processes, Failure Analysis and Corrective Actions, and International Standards Organizations Certifications. V. Describe your management approach to ensure the design is procurable throughout the life cycle. Address approaches for qualifying replacement components, improving life cycle supportability, minimizing commercial-off -the-shelf (COTS) obsolescence issues and maximizing interchangeability with current and future system configurations. VI. Identify experience with build-to-print and build-to-performance specification type contracts. Address any issues, lessons learned and recommendations from those experiences. Identify any issues or concerns associated with the technical data provided with respect to the build-to-print and build-to-performance specification approach, assuming the drawing package provided is representative of a final drawing package and format. Address how retrofitting existing systems would benefit (or not) from this build to print vs build to specification breakdown. VII. Identify experiences and address issues, lessons learned, and recommendations related to delivery of system hardware to support hardware/software integration by either the Navy or other contractors. VIII. Identify any concerns with the current system specifications and associated documentation as written. Address any requirements that are cost prohibitive or present a high risk based on the proposed schedule and/or performance requirements. Recommend actions to address the concerns by providing alternative requirements or approaches. IX. Address any concerns with the anticipated timeline as presented with one (1) year of NRE and First Article production. Describe why the schedule is or is not feasible based on your proposed approach. Respondents to this RFI should adhere to the following details: Provide a white paper in the following format: Microsoft Office 2010 compatible; 25 pages or less (including cover and administrative pages); and 12 point font (or larger).
