In support of MSC, this contract will primarily provide shipboard material readiness inspection, testing and survey services to the Engineering Directorate, Ship Inspection Branch, of MSC and other Government agencies as required. Additional engineering, technical, safety assessment, systems development and specialized services may be required on an occasional, as-needed, basis in support of overall shipboard material readiness. •a. The purpose of this contract is to obtain engineering services from a single Contractor to support MSC in the areas of marine surveys, material condition surveys and inspections, safety surveys and investigations, technical engineering analysis, root cause analysis, test plan development and refinement, technical and administrative support for future SIP development, and administrative support for tests, surveys, and inspection reports. •b. The Contractor shall provide engineering and technical services for accomplishing marine surveys, material condition surveys and inspections, safety surveys and investigations, technical engineering analysis, root cause analysis, test plan development and refinement, technical and administrative support for future SIP development, and administrative support for tests, surveys and inspection reports. The general disciplines in which the Contractor might be tasked to perform are listed below. Specific task descriptions and instructions, sufficient in detail to allow for Contractor performance, shall be provided with each Task Order Performance Work Statement (PWS) issued under this contract. The resulting contract will be a competitive single award ID/IQ firm-fixed-priced contract awarded in accordance with FAR Part 12, "Acquisition of Commercial Items," using the procedures in FAR Part 15, "Contracting by Negotiation." MSC intends to award a contract whose performance period includes one one-year base period and four (4) one-year option periods. The solicitation will be made available through the Federal Business Opportunities (FBO) Website when available. •18. Place of Contract Performance: Norfolk, VA and San Diego, CA and Various Other Locations •19. Set-aside Status: The proposed acquisition will be set aside for small business concerns. •20. Rationale for Small Business Strategy (as required by ASN(RDA) Memorandum, Improving Communications During the Market Research Process, dated 2 June 2014): Market Survey from this procurement was posted to the Federal Business Opportunities (FEDBIZOPPS) Webpage. The market survey included a synopsis of the requirement, and the opportunity to provide a capability statement. After review of the market survey responses and past procurements, MSC determined there is a reasonable expectation to receive offers from two or more small businesses. Therefore this requirement will be set aside for small businesses. MSC's Small Business Office concurs with the determination.
