- This Request for Information (RFI)/Sources Sought notice is for planning purposes or qualified and experienced sources for a contract vehicle that provides Technical Support Services (TSS) for The National Oceanic and Atmospheric Administration's (NOAA) National Weather Service's (NWS) National Data Buoy Center (NDBC). The NDBC develops, operates and maintains a network of buoys and C-MAN stations called the NDBC Ocean Observation System of Systems (NOOSS) for the National Weather Service (NWS) at the John C. Stennis Space Center, Mississippi. For the purposes of Small Businesses, the applicable The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services, with a small business size standard of $15,000,000.00 ($15 M). The EAD of the NOAA in Norfolk, Virginia, on behalf of the NOAA's NWS, NDBC, is conducting market research in an effort to identify all potential industry sources to procure Technical Support Services (TSS) for the NDBC. The contractor will be required to provide the following services: Operation, Maintenance, Assembly, Integration and Repair of Environmental Data Collection Platforms and Networks; Operation of the NDBC Facilities; Testing of Existing and New Buoy Systems and Fixed Systems and Equipment; Data Processing; Data Quality Assurance and Archival; System Supply Support; System Quality Assurance and Reliability; Safety and Environmental Compliance; Configuration Management; and Engineering and Scientific Support for NDBC's Test and Evaluation Projects in accordance with the attached Statement of Work (SOW). Additional information about NDBC's mission is available on the following website: http://www.ndbc.noaa.gov. NOAA contemplates a single award cost-reimbursement type contract resulting from this solicitation. The period of performance for these services is anticipated to take place on or about May 1, 2017 through April 30, 2022 (Base Period with four (4) one (1) year Option Periods) with the inclusion of FAR 52.217-8, Option to Extend Services. Capability Statement Objectives and Requirements: It is requested that interested businesses submit a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) demonstrating ability to perform the services listed in the NDBC Technical Services SOW, Level of Effort (LOE) and Staffing Guide. A generic capability statement is not acceptable. Please review carefully the NDBC SOW, LOE and Staffing Guide attached. Your documentation must address, at a minimum, the following: 1.Name of Company, Address and DUNS Number; CAGE Code; Point of Contact and phone number; Size of company to include number of employees, revenue for the last three (3) years, office location(s), DUNS number and a statement regarding current small/large business status and certification of 8(a) status and/or other small business status (i.e. Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB); Woman Owned Small Business (WOSB); Small Disadvantaged Small Business (SDSB), and HUB Zone); 2.Prior/current corporate experience performing efforts of similar size and scope within the last three (3) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the attached SOW; 3. Management approach to staffing this effort with qualified personnel. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or not they can satisfy the Government's requirements, and enhance the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses and questions to this notice should be submitted not later than May 10, 2016 at 5:00 PM (Eastern Time). Our goal/plan is to conduct an Pre-Proposal Conference/Industry Day in the Spring or Summer of 2017 after the draft/final Request for Proposal (RFP) is released.
