- Directions and Map Industry Day Question and Comment Form Industry Day Registration Form This notice invites industry to participate in an Industry Day to communicate an overview of the Design-Build efforts for the USDA/ARS Foreign Disease Weed Science Research Lab (FDWSRL) Project. The Department of Agriculture, Agriculture Research Service, has a requirement for Design-Build Services. The research mission of the Foreign Disease Research Program at Fort Detrick is to develop techniques for the rapid detection and identification of new and emerging crop pathogens, and to provide fundamental information on the biology and epidemiology of emerging pathogens for risk assessment and disease management strategies including the development for resistant plants. The mission of the weed biological control program is to collect foreign pathogens overseas from weeds in their native habitat, and to evaluate, characterize and release pathogens in the United States for biological control of the introduced weeds, thus leading to sustainable weed control practices in agricultural systems with reduced dependence on chemical herbicides. The current research facilities at Fort Detrick are approximately 30 years old or more and have exceeded their service life. The research is spread over many, small inefficient buildings. The new facility allows for improvements in consolidation of work spaces into the existing Greenhouses within the USDA fenced complex. The new facility at Fort Detrick will be much more energy efficient and will yield positive results for the research program. It will also result in long term operational savings to the research program by reducing time required to move from location to location. The project scope includes constructing a new BSL-3 Plant Pathogen Containment facility consisting of Head house/Greenhouse and is adjacent to existing buildings 1301-1309 complex. The new facility will be approximately 50,000 GSF and serves as a replacement for Buildings 374 (BSL-3 Plant Pathogen Containment) and 390 (Effluent Decontamination System) which has a combined total of 18,647 GSF. The proposed construction at Fort Detrick will be performed on an active research campus located on a secure military installation. The Industry Day Presentation will be held from 9:30 AM EST to approximately 4:00 PM EST on February 22, 2017 at the USDA Foreign Disease Weed Science Research Unit, 1301 Ditto Avenue, Fort Detrick, Maryland 21702, in the First Floor Conference Room. The following information is provided for security and id purposes: • All visitors entering Fort Detrick must enter the Nallin Farm Gate. A background check will be performed. After passing the background check, each visitor will obtain a pass. • Visitors must provide ID that meets the requirement of the Real ID Act. Information on this is available on the Fort Detrick Web Site at http://www.detrick.army.mil/. • Foreign National must be escorted at all times when on the Fort Detrick location. Please make arrangement will in advance for escorting. For more information on the access process, please refer to the Fort Detrick website or call 301/619-7114. • All visitors must enter through the Visitor Control Center (VCC) located at 9000 Veterans Drive, just inside of the Nallin Farm Gate off of Opossumtown Pike in Frederick. Upon arrival you will park in the VCC parking lot and then enter the building where you will sign in as a visitor. All visitors should allow one hour prior to meeting start time to pass through the sign-in and badging process. Due to space limitation, the number of participants is restricted to five (5) per company. All participants must be U.S. Citizens. Participation by small and small disadvantaged businesses is encouraged. Interested parties must submit the posted registration form, alphabetized by last name, via email, NLT 4:00 PM EST Friday, February 17, 2017 to Angela B. Wingert at angela.wingert@ars.usda.gov. Attendees must provide information in advance in order to ensure access to the Industry Day venue and assure adequate seating for attendees. Potential offerors are encouraged to submit questions and comments in electronic format to the Contracting Officer, Angela B. Wingert, 4:00 PM, Wednesday, February 15, 2017 at angela.wingert@ars.usda.gov. The Government may address these questions on Industry Day or subsequently post responses on FedBizOpps. Attendees will have the opportunity to submit additional questions during Industry Day and those questions may be addressed during the question and answer session, or afterwards, on FedBizOpps. The Government will also post a list of all interested parties on FedBizOpps. This notice is provided for information only and is not a Request for Proposal or announcement of a solicitation.
