Arterial Blood Gas/Co-Ox Analyzer and Installation The overall purpose is to provide and install Arterial Blood Gas/Co-Ox Analyzer at the Southeast Louisiana Veterans Health Care System (SLVHCS), 2400 Canal Street, Diagnostic and Testing Building, Room 3G111,New Orleans, LA 0119. The specific requirements for this procurement are listed in the Statement of Work and Required Items List within this Sources Sought Notice. Instruction to Offerors Guidance: This Sources Sought Notice is not a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. No entitlement to payment or direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government s use of such information. This Sources Sought Notice is for planning purposes only and is intended to identify Veteran Owned Small Business (VOSB) who can support this requirement. INSTRUCTIONS FOR SUBMISSION Interested contractors shall submit a response via e-mail only to Leslie Robinson, Contract Specialist leslie.robinson@va.gov. Responses are due no later than February 13, 2017 by 2:00 PM Eastern Daylight Time (EDT). Respondents should include as part of their submission: Indicate if you can provide all items listed in the Statement of Work to include installation and training. If/when this requirement is solicited it will be all or nothing meaning that prospective contractors must be able to provide all items. Please do not submit a price quote as this request is for market research/informational purposes only. The purpose is to identify potential contractors that can support procurement for Arterial Blood Gas/Co-Ox Analyzer, Installation and user/operator training). Performance Work Statement Arterial Blood Gas/Co-Ox Analyzer and installation Southeast Louisiana Veterans Health Care System New Orleans, LA 12/20/2016 1. PURPOSE 1.1 The overall purpose is to provide and install an ABG/Co-Ox Analyzer at Southeast Louisiana Veterans Health Care System (SLVHCS) in the ABG lab room of the Emergency Department and in the Pulmonary Function Test/ABG area, room 3G111, of the Diagnostic and Testing building at 2400 Canal St, New Orleans, LA 70119. 2. SCOPE 2.1 The Contractor shall provide, transport, install, validate and train staff on all listed equipment. All products must meet all salient characteristics defined in this section. 2.2 All equipment and installation must meet manufacturers and VA specifications. 2.3 The Contractor shall furnish all supplies, equipment, facilities and services required for delivery, verification of operation and installation of the equipment to include staff training. 2.4 The Contractor is responsible for any missing parts and components not included in order to carry out the installation. 2.5 SALIENT CHARACTERISTIC 2.5.1 Arterial Blood Gas Analyzer W/ Co-Oximetry QTY-2 SALIENT CHARACTERISTICS: FDA approved to perform ABG/Cooximetry on various sample types FDA approved to perform pH on pleural fluid Walk away operation Modular reagent replacement capability Automatic calibration for blood gases at specified intervals compliant with regulatory agencies Ability to calibrate hemoglobin   Performs Total Hb and fractions to include COHb and MetHb Automatic cleaning of probes Ability to create testing panels with selected result printouts ABG and derived parameters on printout with patient information and normal ranges Customizable printout with mandatory manual input option Sample types-arterial, venous, mixed venous, capillary, proficiency test, pleural fluid Minimal operator performed maintenance Table top unit not to exceed 80 lbs Dimensions-not to exceed 30 inches W x 24 inches L x 24 inches H Connection to Vista (LIS) via an HL7 interface such as RapidComm Data Management or Data Innovations Interface Manager Ability to release results via a Point of Care HL7 interface into the patient s electronic record Integrated barcode scanner for patient sample Operating system must be Windows 7 or above Ability to lockout operators based on specified criteria Ability to lockout testing in the event of failed QC Ability to do STAT testing Ability to do customize system reports on QC, calibration, operator status etc. 2.5.2 All materials necessary to validate operation of the analyzers to include controls, calibrators and reagents for completion of validation of the analyzers. 2.5.3 Connection to existing Vista interface manager system (either Rapid Comm Data Management or Data Innovations Interface Manager) 2.5.3.1 Connection to system to include all licensing and necessary middleware, and any connecting hardware necessary. 2.5.3.2 Connection to system to include successful ordering, accessioning and resulting in Vista of all tests reportable (directly measured and calculated) with proper normal ranges and units of measure. 2.5.3.3 Connection should allow bidirectional interface with Vista if desired. 2.5.4 On-site training of at least 4 super users shall be provided with documentation of satisfactory completion of the training provided to the COR or designee. 2.5.5 On- or off-site training of 2 Clinical Engineers from the Biomed Service shall be provided, if available, to include all training and travel expenses. 2.5.6 Annual Warranty Service maintenance agreement for each instrument from 3/22/17 to 3/21/18. 2.5.7 Additional Warranty Annual Service maintenance agreement for each instrument from 3/22/18 to 3/21/19. 2.5.8 Additional Annual Service maintenance agreement for each instrument for a three year period from 3/22/19 to 3/22/22, if available. 2.6 DELIVERY AND INSTALLATION 2.6.1 DELIVERY 2.6.1.1 Contractor shall deliver all equipment to the Southeast Louisiana Veterans Health Care System (SLVHCS) Central Energy Plant building 2400 Canal St, New Orleans, LA 70119 on 3/15/2017. 2.6.2 INSTALLATION 2.6.2.1 Install all equipment according to manufacturer s specifications maintaining Federal, and Local safety standards 2.6.2.2 Installation must be completed by 3/22/2017.
