Description
RFQ LCLSP17Q0012 The Library of Congress (Library) requires contract support to procure expert environmental management and analysis services to ensure the long-term preservation of its collections. This FY17 work supports the ongoing effort to identify, analyze, and mitigate environmental risks to the permanent collections of the Library when on display or in storage on Capitol Hill or one of several offsite campuses. Additionally, this effort and expert service is required for the review of new storage construction for high value collection storage as well as bulk storage at Ft. Meade modules and leased space at Cabin Branch. While Library Conservation Division staff have developed significant expertise in the areas of environmental monitoring and analysis through the use of expert service contracts, continued expert consultation is needed for new construction with the related Conservation responsibility to identify climate parameters, testing and control requirements, upgraded HVAC controls and other potential changes that impact collection environments. This procurement includes a single-year consultation contract to focus on the targeted needs identified and anticipated for the period of performance. The contract requires a balance of onsite and offsite consultation with the ability to remotely review environmental data and/or mechanical plans as deemed necessary by the COR. The Conservation Division /Preservation Directorate will successfully assess, identify and work collaboratively with Facility Operations and Architect of the Capitol staff to enhance risk reduction through improved monitoring and data sharing as well as ongoing review of settings, necessary operational adjustments or equipment improvements where needed.
