- 3 REQUEST FOR INFORMATION (RFI) FOR ADVISORY AND ASSISTANCE SERVICES FOR SUPPLY CHAIN TRANSFORMATION This RFI is being issued for informational and planning purposes only. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support and whether adequate competition exists to set-aside the competition for small business or a sub-category. The information requested will also be used to facilitate decision making and will not be disclosed outside the agency. This announcement is not a solicitation of any kind. VA is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note VA will NOT be responsible for any costs incurred by interested parties in responding to this RFI. The VA is seeking source information for the following: Veterans Health Administration (VHA) is in need of a Supply Chain Transformation changing VA s supply chain into an advanced integrated system that provides responsive, efficient clinical/non-clinical support. The first phase of this Transformation will be the execution of a plan to stabilize/standardize VA s supply chain and establishment of Supply Chain Innovation Centers (SCIC) to test and refine the target supply chain future operating model. VHA Future Supply Chain Program Office (FSCPO) was established to manage the first phase. This first phase flows into a second transformational phase. The VA is seeking contractor services to provide expertise to support the Supply Chain Transformation and the VHA FSCPO. The following five sub-initiatives comprise the framework needed to accomplish this transformation: Commodity Total Supply Support: Integrates all major functions/processes into a cohesive, nationally standardized, high-performing supply and demand management support system. This system provides clinical and non-clinical supplies much more efficiently than current processes through strategic sourcing and streamlined procurement, and tight coordination with suppliers and customers. Equipment Life Cycle Management: Leverages leading practices to ensure efficient allocation of resources for equipment and related support throughout the asset lifecycle from requirement determination through retirement/disposal. Data Standardization: Establishes a National Supply Chain Formulary that standardizes product information and records across the enterprise. This Formulary creates an ability to track actions and realize cost avoidances related to an increased use of national contracts and changes designed to leverage cost reduction opportunities. In addition, the improved product identification provided via this Formulary improves clinical safety through recall awareness, standardization, and reutilization/redistribution opportunities. Workforce Management: Develops a 21st century workforce through education/training to ensure supply chain personnel can properly run a sophisticated healthcare supply chain for the VHA. This sub-initiative also develops position management guidance and enabling tools to ensure organizational staffing needed to successfully accomplish the work. Diffusing Supply Chain Excellence: Creates SCICs from selected operational sites to test, develop, and integrate transformation initiatives before enterprise wide implementation. These Centers will ensure initiatives perform cohesively and meet expectations. Period of Performance: Base period of 12 months with four 12 month options to be awarded at the Governments discretion. Place of Performance: The majority of the work will be performed in support of VHA s Procurement and Logistics Office (P&LO) located in Washington DC and at VA Medical Centers in Durham, NC, Grand Junction, CO, and Tomah, WI. The contractor may perform background work in their own offices or virtually if necessary, but majority of meetings and reports will be conducted in the Washington DC metro area. There may be an occasional requirement to participate in meetings at the VA Strategic Acquisition Center (SAC) in Frederick, MD or the VA Acquisition Academy (VAAA) in Frederick, MD. NAICS Code: The NAICS for this effort is 541614, Process, Physical Distribution, and Logistics Consulting Services. The Small Business Administration small business size standard for NAICS code 541614, Process, Physical Distribution, and Logistics Consulting Services is $15.0 million annual average receipts (total or gross income) over the past three years. The acquisition strategy of this requirement has yet to be determined.
