Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The 436th Contracting Squadron (436 CONS) is seeking sources for a potential competitive 100% set aside for 8(a)concerns (only). The purpose of this sources sought notice is to obtain information on qualified and experienced 8(a) concerns interested in providing proposals on a SABER (Simplified Acquisition of Base Engineer Requirements) solicitation. IF ADEQUATE RESPONSES ARE NOT RECEIVED FROM THE ABOVE MENTIONED CONCERNS, THE ACQUISITION MAY BE SOLICITED IN ANOTHER MANNER. The SABER contract is a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of maintenance, repair, and minor construction projects estimated between $2,000 and $500,000; however, some requirements may exceed $500,000. Work to be performed will be within the North American Industry Classification System (NAICS) Code 236210 and the small business size standard of $36,500,000. During the contract period, the Base Civil Engineer will identify construction tasks required for each specific project and the Contracting Officer will negotiate and issue individual task orders (TOs) to the contractor for those projects on an "as needed" basis. The contractor shall be required to provide and use software utilizing an RS Means® database for estimating purposes. The successful contractor will be required to furnish all labor, minimal design, tools, materials, equipment, estimating software, supervision, personnel, etc., to manage, superintend, and complete individual construction projects. The projects will include tasks in a variety of trades, including but not limited to, site work, concrete, masonry, metals, carpentry, wood and plastics, thermal and moisture protection, doors and windows, finishes, specialties, equipment, special construction, conveying systems, mechanical, plumbing, steam fitting, electric, welding, abatement of hazardous material, etc. The contractor will be required to maintain a management office at Dover Air Force Base (AFB), DE in order to provide overall project coordination, superintendence, and completion of all work in a timely manner. The work will be performed on Dover Air Force Base, DE, with the possibility that some work may be performed in the Dover AFB Family Housing area and/or Dover AFB remote properties. Although still under consideration, the maximum contract amount (initial contract period and all four option periods) is anticipated to be approximately $20,000,000 and only one contract will be awarded. The contract term will be for a base period (12 months or less) with an additional potential for four 12 month option periods. Contractors shall be capable of securing bonding of at least $8,000,000 during any contract period. INTERESTED CONCERNS MUST RESPOND TO THIS NOTICE AND PROVIDE THE FOLLOWING: (a) Concern's INFORMATION [name, address, person to contact, phone number, CAGE code, DUNS number & TIN. If you have more than one bona fide place of business, provide the above information for each location]; (b) Concern's INTEREST to qualify [e.g., prime contractor, teaming partner, job venture, primary subcontractor]; (c) STATUS [e.g., 8(a) status to include the graduation date]; (d) CAPABILITY STATEMENT - EXPERIENCE [Interested contractors SHALL demonstrate a history of relevant construction experience with a primary focus on IDIQ type contracts and simultaneous performance of multiple projects at different locations and include a summary of relevant (multiple trade, multiple task order, construction projects), and recent (within the last three years) performance history (identified by contract/project number/project title/dollar amount/ point(s) of contact with telephone numbers and email addresses/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed)]; - INDUSTRY STANDARDS [Interested contractors SHALL demonstrate a history of relevant construction experience with the following standards or codes: National Electric Code, National Electric Safety Code (ANSI C2), National Fire Protection Association (NFPA 101) Safety Code, International Building Code, International Mechanical Code, International Plumbing Code, Uniform Federal Accessibility Standard (USAS), Americans with Disabilities Act Accessibility Guidelines (ADAAG), Uniform Facilities Criteria (UFC), ASHRAE, 10 CFR Part 433 and 434-Energy Code for New Federal Commercial and Multi-Family High Rise Residential Buildings, 10 CFR Part 436 Subpart A-Methodology and Procedures for Life Cycle Cost Analysis, and ETL 008-13 Sustainable Building]; - SOFTWARE EXPERIENCE [Interested contractors SHALL demonstrate a history of using software which utilizes the RS Means® database; i.e., e4Clicks Project Estimator® or equal. ] - BONDING CAPABILITY [Interested contractors SHALL provide proof of bonding capacity for aggregate requirements up to and including $8,000,000.00 per year]; - PERCENT OF WORK [Interested contractors SHALL provide information on work that will be completed (actual construction, not including the cost of material) that the concern will commit to accomplishing with its own labor (not subcontracted)];. - BONA FIDE PLACE OF BUSINESS [In order for a participant to be eligible to submit an offer for an 8(a) procurement limited to a specific geographic area, it must receive from SBA a determination that it has a bona fide place of business within that area prior to submitting its offer for the procurement. Contractors SHALL provide documentation supporting which Small Business Administration (SBA) Region (1-10) or regions they have a bona fide place of business determined to actually be a bona fide place of business by SBA. It is the responsibility of each 8(a) concern to ensure SBA recognizes their bona fide office or offices which are included in the capability statement; i.e., Smith Construction Company, 123 Simple Ave, Baltimore MD (zip code) - SBA Region 3 and Smith Construction Company, 777799 Crane Street, Charleston SC (zip code) - SBA Region 4.] Interested 8(a) concerns must provide the above information by email to sharon.frasier.2@us.af.mil with a copy to talaya.jones.2@us.af.mil. ONLY RESPONSES BY EMAIL WILL BE CONSIDERED. In the subject line of the email, concerns shall include "SABER CAPABILITY INFORMATION". Information submitted shall be well organized and in sufficient detail as to allow for the government's review of each firm's interest and capabilities. Responses shall be limited to six (6) single pages, typewritten no smaller than 12 pitch, with one inch margins right, left, top and bottom. Responses to this Sources Sought shall be received not later than 2:00 p.m. Eastern Standard Time on 21 February 2017. The government reserves the right to set the requirement aside for qualified and eligible 8(a) concerns based on the responses received. AGAIN YOU ARE ADVISED IF ADEQUATE RESPONSES ARE NOT RECEIVED FROM THE ABOVE-MENTIONED CONCERNS, THE ACQUISITION MAY BE SOLICITED IN ANOTHER MANNER. This request for information (RFI) notice is issued for planning purposes only. This is not a Request for Proposal (RFP). Responses to this notice will assist the government in identifying potential sources and determining if the above noted set-aside of the solicitation is appropriate. This notice does not obligate the government to award a contract, issue a solicitation, or pay for any proposal preparation costs.
