- NOTICE OF INTENT TO AWARD A SOLE SOURCE The United States Naval Research Laboratory intends to enter into a sole source commercial order with Teledyne Instruments Inc., Teledyne Webb Research of North Falmouth MA to procure three (3) Autonomous Underwater Vehicles (AUV) Gliders. The three new gliders need to be integrated into the existing NRL glider set of five gliders for use in a funded "Glider team" research project. Therefore, it is mandatory in this particular case, that they be the same SLOCUM type glider that is currently owned and operated by NRL. The SLOCUM battery-powered gliders must be able to make conductivity-temperature-depth (CTD) measurements down to 200m depth in an autonomous manner and communicate to NRL pilots via a satellite Iridium link for mission updates and data downloads. The devices must have a proven track record in the field of fulfilling the many complex requirements for successful scientific and operational AUV missions. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, It has been determined that there is o nly one responsible source will satisfy agency requirements. A Justification for Other than Full and Open Competition (JOFOC) determination will be attached to this posting. This purchase will be made in accordance with procedures in FAR Part 12.602 - Streamlined Evaluation of Offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
