- Industry Day for National Broker Support Service The U.S. Department of Veterans Affairs (VA) is exploring the potential of issuing a solicitation for national Indefinite Deliverable, Indefinite Quantity (IDIQ) contracts for real estate broker services. This announcement is intended to inform interested parties of the opportunity to: Register for an Industry Day Forum for the proposed real estate broker services contract solicitation, as well as provide comment on VA s draft requirements; and Complete and submit a capabilities statement in the form attached to this announcement. This special notice is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. VA is requesting that respondents provide the information on the attached capabilities statement for the Government s market research purposes only. The information provided on that form will be reviewed completely independently from attendance for the Industry day and, if a solicitation is released, the respondent s submission in response to that solicitation. Firms are not required to fill out or provide the capabilities statement to VA in order to attend the Industry Day or submit a proposal if a solicitation is issued, but all firms are encouraged to complete and submit it so that VA may make a determination as to potential contract set-aside. Industry Day will be held on March 1, 2017, 9:00 AM to 4:30 (with a break for lunch) Location: 425 I Street NW, Washington, DC Vendor Portal Registration and other Industry Day information can be accessed online at: https://vaindustryday.wordpress.com These services consist of those actions required to support VA s Project Managers and Lease Contracting Officers as a tool to provide consistent, high-quality services brokerage and due diligence services across the United States and within distinct geographic zones, to internal VA customers. VA proposes to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, under which task orders may be issued and contractors will be compensated via the industry standard of commission payments, or at a pre-set fee. The purposes of the resulting contracts are to provide continuation of transaction and due diligence support under the VA Leasing and Land Program. This procurement will be a firm fixed-price IDIQ contract with a maximum amount of $15,000,000. The firm must be capable of responding to and working on multiple task orders concurrently. The determination of acquisition strategy and number of awards resides solely with the Government. VA representatives will provide information about National Broker Service contract requirements and estimated timeline. This event will also provide Industry with information about the Implementation of the Veterans First as a result of the Supreme Court decision on Kingdomware Technologies, Inc. v. United States and how it will impact the National Broker Services contract, time to interface with VA CFM contracting personnel regarding DRAFT performance work statement (PWS), and network with other companies. Companies, particularly Service Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), should consider attending if they provide services in any of the following NAICS codes: 531210 -- Offices of Real Estate Agents and Brokers Registration and Industry comments and questions are due on February 24, 2017, 5PM EST so that they may be evaluated and incorporated, as necessary, into the official solicitation. All comments to this draft requirement must be submitted electronically via the VA Portal, available here: https://vaindustryday.wordpress.com for consideration. Comments should include the point of contact's name, subject, and referenced page number. Respondents are not limited to one submission; however all comments must be received by the requested due date. If an official solicitation is released, it will be made available to interested parties through FBO, and is available at: fbo.gov. At that time, all responsible sources may submit a proposal which shall be considered by the agency in accordance with the solicitation requirements. Note: This current notice is not a request for proposals, but a sources sought notice as part of VA s market research. Offerors anticipating proposing a small business-led team, joint venture, or another form of teaming arrangement should review, in consultation with legal counsel, the Small Business Administration's (SBA) size eligibility standards found at Title 13 of the Code of Federal Regulations, Section 121 (13 CFR 121). In particular, Offerors proposing a joint venture, or another form of teaming arrangement should review SBA information on affiliation, which can be found at: http://www.sba.gov/content/affiliation. The Government maintains the right to alter its requirements and acquisition strategy based on programmatic needs and market research. Note: This industry day forum is being held in a federal building. Due to capacity and security constraints, all individuals must be registered and confirmed through the vendor portal, in order to attend. Participation is limited to two individuals per interested party. Registration is accepted on a first-come, first-served basis, until capacity. A government issued picture ID is required to enter the Industry Day event. No refreshments will be provided. However, vending machines are located near the meeting room and participants may bring beverages into the building. Doors will open at 8:30 AM for check-in and networking prior to the event starting at 9:00 AM.
