- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-052 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 811219 and the business size standard is $20.5m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Thermo Fisher Scientific/Life Sciences Group- 5791 Van Allen Way - Carlsbad, CA 92008 to procure a one year Life Technologies/Applied Biosystems (AB) Assurance Plan(tentative start date late February 2017) for the following AB instruments: 1.ION PROTON SEQUENCER - SN: 247770127- QTY (1 EA) 2.ION PROTON SEQUENCER - SN: 247770126 - QTY (1 EA) 3.ION ONETOUCH 2.0 SYSTEM - SN: 2456778-3939 - QTY (1 EA) 4.ION ONETOUCH 2.0 SYSTEM - SN: 2456771-3913 - QTY (1 EA) 5.ION PROTON SEQUENCER - SN: 2456451-0725 - QTY (1 EA) The AB Assurance Plan includes the following: •Parts, labor and travel for remedial repair •No charge planned maintenance visits •Guaranteed priority response time of two business days after receipt of service call for instruments in specified service zones •Target three business days response time for remedial repairs outside of specified service zones •Priority telephone and email access to instrument technical support •Telephone and email access to application technical support •Remote Monitoring and Dx Service, provides for notification to customer of instrument failure or errors that are reported by AB's Remote monitoring software and •Thermo Fisher Scientific Service Advantages included in attachment Life Technologies is the sole authorized source to provide services for the labs Life Technologies/Applied Biosystems manufactured instruments. Life Technologies current field service engineers are the only personnel that are manufacturer-trained and certified to perform these services. Life Technologies invests in continuous training of its current field service engineers to keep them current with the development or their instruments and technology. The ongoing training from Life Technologies is a requirement so that the field engineers can maintain their certification. Life Technologies has designed built and services its instruments, have created service documentation (service manuals, installation and operation protocols, planned maintenance checklist) and service tools (e.g., calibration software, temperature verification device) that they use in performing services. The service documentation and service tools are copyrighted and/or proprietary to Life Technologies. Life Technologies do not honor or have any on-going contractual relationships with unauthorized resellers of Life Technologies instrument services. Life Technologies has not authorized third party service providers to copy or make derivatives of or use any of the service documentation and/or service tools for any purposes including, but not limited, to the use of, copying of Life Technologies IQ/OQ protocol or portions of that protocol in performing its qualification services. The unauthorized use, copying or making derivatives of the service documentation and service tools is a violation of Life Technologies intellectual rights. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The clauses are available in full text at http://www.acquisition.gov/far. Interested vendors with the capability of providing the government with all needed services, etc. specified in this synopsis and attachment should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Vendors must be able to demonstrate in details that they can provide the needed services and or products/consumables specified in this synopsis and attachment. Vendors who cannot provide all the services and or products/consumables will not be considered for award. Award to be made based on response offering the best value to the Government considering price, technical capability to meet all forgoing requirements and past performance, when combined technical and past performance more significant than price alone. Quotations will be due by 10:00 a.m. eastern standard time by February 21, 2017, via email or postal mail or other mailing services. The quotation must reference "Solicitation number" NICHD-17-052. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
