- Description
- This is a Pre-solicition Synopsis Notice published IAW FAR 5.201, and the Small Business Act (15 U.S.C 637(e) and 41 U.S.C. 1708. It is the intent of the CMS Office of Acquisition and Grant Management to publish a solitation to acquire the services of an OFM-FMSG Technical Support Contractor. This will be solicitation No. RFP-CMS-2017-8A-0006. This opportunity was formally identified as RFP-CMS-2016-8A-170435, however the competition for HIGLAS - Integrator delayed its publishing during CY2016. CMS intends to perform a two-step competition. The first step is that offeror teams will be evaluated for responsibility IAW FAR 9.104-1. Then CMS will evaluate the quality of the proposal submissions IAW the solicitation Section M-Evaluation Factors. The statement of work is relatively broad and it is doubtful that any 8(a) offeror will possess all the Government-requested experience and skills, in the depth or magnitude desired. Therefore, teaming is recommended and desired. Team proposals will be evaluated in total. This opportunity resides within the Small Business 8(a) program. This is a competitive acquisition, so all responding Small Business Prime contractors must have registered 8(a) status at time of proposal delivery. Offerors are reminded, that within a team, the 8(a) prime offeror must perform at least 50% of the work. This notice was amended Feb 7, 2017, para.5, to remove original notice requirement that prime 8A offerors hold a valid 8A status/registration at time of contract award.
