Description
SYNOPSIS: The U.S Army Corps of Engineers (USACE) Middle East District intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project. TAM is anticipating a design-bid-build project at Kuwait Naval Base (KNB), Kuwait. This project involves various construction, repairs, and upgrades to the ship lift and associated rail transfer yard at KNB, Kuwait. A FFP contract will be awarded to a prime construction contractor. PROJECT SCOPE: The scope of the project includes the following primary elements: (1) replacement of the wooden deck and other repairs associated with the ship lift deck,(2) replacement of the rails on the ship lift deck and transfer passage to the transfer pit, (3) replacement of the rails, rail accessories, and utility infrastructure in the eastern dry dock area, (4) replacement of the rails, rail accessories, utility infrastructure, and expansion to the western dry dock area,(5) replacement of the rails and rail accessories in the transfer pit, including minor foundation repairs, expansion of transfer pit to accommodate the western dry dock expansion and (6) third party international certification of the transfer carriages and primary rails. The project also includes the procurement and installation of the following new items: (1) the primary transfer carriage in the transfer yard, (2) the secondary transfer carriage in the transfer yard, (3) the vessel towing vehicle, (4) various boat carriages, and (5) capstans with ropes. Information on the existing conditions at the rail yard is attached as Appendix A. The Contractor shall plan all work to minimize the ship lift system downtime. The Contractor shall be capable of turning the ship lift back to KNB operations within 24 hours of notification. A. The anticipated period of performance is 700 calendar days. B. The magnitude of the project is between $10,000,000 and $15,000,000. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The Best Value Trade Off contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the letter RFP. This acquisition will result in a single-fixed price construction contract awarded based on Best Value Trade Off determination. SUBMISSION REQUIREMENTS: Provide your experience as a Prime Contractor completing design and construction of various construction, repairs, and upgrades to ship lifts and associated rail transfer yards. List 3-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects. Include project scope, location, magnitude, and date completed or % complete if still in progress. Similar projects should have a magnitude of at least $10 to $15M and performed within the past 5 years. Submission should be no more than 1 page (single-sided). PROPOSAL PERIOD: This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
