Description
NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING VIA EMAIL TO THE CONTRACTING OFFICER. CONTACT INFORMATION IS PROVIDED BELOW. This is a market survey for the acquisition of Embraer (EMB) 550 Pilot Training for Flight Standards Operation Inspectors and Aircraft Certification Pilots Employed by the Federal Aviation Administration (FAA). The FAA Flight Standards Operations Division (AMA-260) has a requirement to procure Pilot Training for the EMB 550 for one-year period with two (2) option years, FY-17 through FY-20. The required training services include initial/recurrent/upgrade ground school and flight training to FAA inspectors/pilots in the Embraer-550 aircraft. The FAA intends to solicit and negotiate only with FlightSaftey International, Marine Air Terminal, LaGuardia Airport, Flushing, NY 13371. FlightSaftey is found to be the only operator with an śactive ť Level D EMB-550 simulator. The contractor must train FAA inspector/pilots using only an approved training program, as specified in Section D “ Definitions, 6 “ Approved Training Program of the attached Performance Work Statement (PWS). Pilots/inspectors enrolled in the initial course will meet the requirements of (14 CFR) Part 61.64 for initial type certification totally in a Level D full flight simulator without restriction. Pilots/inspectors enrolled in the recurrent course will meet the currency requirements of FAA Order 4040.9. The contractor ™s approved training program must allow unrestricted initial type rating training and checking in the simulator without aircraft flight time under this regulation. The purpose of this survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing the EMB 550 Pilot Training. The NAICS code for this requirement is 611512, Flight Training, with a Small Business Size Standard of $27.5 million. The Contractor must provide initial/recurrent/upgrade ground school and flight training to FAA Inspectors/pilots in the Embraer-550 aircraft. The courses covered under this contract will meet the requirements for FAA formal flight training. Formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee ™s personnel records. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of their SBA 8(a) certification letter. Responses to this market survey will be used for informational purposes only. This is not a request for quote or request for proposal of any kind. The FAA is not seeking or accepting unsolicited quotes or proposals. The FAA will not pay for any information received or costs incurred in preparing the responses to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor ™s expense.
