Description
Pre-Solicitation Notice This is a Pre-solicitation Notice, which includes a draft Scope of Work (SOW). GSA is seeking industry input for best approach in regards to completing this project. A synopsis of the project is as follows: 1. H ybla Valley Federal Office Building is located at 6801 Telegraph Road Alexandria VA. It is a two story building. It has brick facing. This project shall provide exterior repairs and some repairs on the interior due to water damage. The repairs include but are not limited to improvement of the grading at the perimeter of the building to drain water away from the exterior walls, repair/replace concrete bands at the windows, replacement of deteriorated steel lintels, replace deteriorated sealant around the windows, replace deteriorated mortar at the brickwork, replace pointing at the brickwork that does not match the building and is of poor quality, replace sealant at the brick control joints, replace deteriorated insulated glass at the windows, wash and clean brickwork. Repair damaged brickwork several locations at the perimeter of the Building. 2. The Contractor's A/E to provide elevations of the building to show demolition and new work required. The A/E shall also provide plans showing improvements to the grounds at the perimeter of the building to drain water away from the exterior walls. A/E to provide details of the work required. The A/E shall provide calculations for the structural work required. Provide Specifications to include all applicable Div. 1 Sections and all applicable materials Sections. Construction shall proceed only after the approval of drawings and specifications by the Gov't. • 3. Along the perimeter of all wings of the Building there are continuous concrete bands at sills, lintels, and sides of all windows on all levels of the Building. These bands have cracks, of various widths, are broken several places, and sections are missing several places. The Contractor's A/E shall survey and document them and provide details for repair and replacement with material to match existing as required. The new band repairs shall match existing in details. Clean all existing bands of grime with approved environmentally safe material and method. 4. Steel Lintels are sagging and deteriorated at several windows especially on the First Floor. The Contractor's A/E shall identify them and provide details for their replacement on all floors as required. The Government is seeking input and suggested technical approach to fulfill the requirements of the SOW. Suggestions regarding the proposal approach of the Design/Build are also encouraged. The Magnitude of Construction of this project is between $1,000,000 and $5,000,000. This solicitation will be issued in electronic format only and will be available on or about March 15, 2017. Paper copies of the solicitation will not be available. Other methods of requesting a package will not be honored. The solicitation will be a 100% set aside for Service Disabled Veteran Owned Small Businesses. The North American Industry Classification System (NAICS) code is 236220 Commercial and Institutional Building Construction and the size standard is $36,500,000.00. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. After completing SAM, in order to download documents contractors and their subcontractors must register at www.fbo.gov. In order to locate solicitation, Contractors can go to FedBizOpps and search for the solicitation number at www.fbo.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the contractor's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
