- Page 2 of 2 Department of Veterans Affairs (VA) Tucson VA Campus Mesh Request for Information (RFI) This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. Please note the business size for North American Industry Classification System (NAICS) Code and indicate if you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. For SDVOSB/VOSB firms, any capability statements submitted in response to this RFI must include your intent and ability to meet set-aside requirements for performance of this effort in accordance with VA Acquisition Regulation (VAAR) 852.219-10 or 852.219-11, VA Notice of Total SDVOSB/VOSB Set-Aside; specifically the requirement for at least 50% of the cost of performance to be performed by yourself and/or other eligible/verified SDVOSB/VOSB concerns. A draft Performance Work Statement (PWS) is provided at Attachment 1 of this RFI. Interested and capable vendors are encouraged to read the draft PWS and provide a capability statement addressing the following: Provide a summary of your technical capability and expertise to design, develop and install a wireless mesh solution to meet the PWS requirements. Has the draft PWS and associated attachments provided sufficient detail to describe the technical requirements that encompass the required wireless mesh solution? If NO, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort. Has the Government appropriately defined the RF RSSI value levels for outdoor mesh deployments of this nature? Is the Government defining heat map development in accordance with industry best practices for outdoor mesh deployments? Will pre-award site visits/walk-throughs be required in order to effectively propose a technically acceptable design solution to meet VA s requirements for this effort? Provide a Rough Order Of Magnitude (ROM) (Not a Quote) detailing an estimated cost for the wireless mesh solution (equipment and associated design/installation/configuration services). The Government requires a Cisco brand name solution to meet compatibility and interoperability requirements with existing Cisco Unified Wireless Network located at the Tucson VAMC. To determine capability, any vendors responding with any other than Cisco brand solution must demonstrate how your solution can be integrated and function within the existing Cisco Unified Wireless Network. Please limit responses to 15 pages or less. VA is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. However, VA may contact certain respondents to seek further information as market research.
