Description
Architect & Engineering Services for Renovation Design Services for Lower Colorado Regional Office, Boulder City, NV Lower Colorado Dams Office, Boulder City, NV Yuma Area Office, Yuma, AZ Phoenix Area Office, Glen Dale, AZ This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. Reclamation has an on-going requirement for Architect/Engineer (A&E) Services to perform designs, construction plans and drawings, specifications, construction cost estimates, building and other infrastructure assessments, and other related studies. Reclamation is seeking A&E Services under an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract with a five-year performance period to cover Lower Colorado Regional Office, Lower Colorado Dams Office, Yuma Area Office, and Phoenix Area Office. Reclamation intends to make one award for all A&E services to the most qualified offeror. Under the resultant contract, A&E services will be negotiated and ordered as needed via Task Orders placed using firm fixed-price labor rates which will be established under the IDIQ contract. Each Task Order issued will fully describe the work to be accomplished, the time parameters for performance, and list all required deliverables. The following generally describes the types of tasks included under this contract: -Prepare architectural and engineering conceptual and construction drawings and specifications or studies, for a variety of interior and exterior renovations and improvements. -Prepare designs and specifications for repairs, expansions and/or upgrades to existing water conveyance systems including but not limited to canals, pumping plants and pipelines. -Prepare designs for electrical and mechanical systems to include providing power to remote locations -Assess structural condition of buildings including seismic analysis. -Assess mechanical and electrical systems and make recommendations for repairs, upgrades etc. -Prepare documentation required for consultations with State Historic Preservation Offices and other parties interested in historic preservation. -Assess mechanical, electrical, low-voltage, telecom, fire detection and suppression, and building management or other facility systems, and provide improvement recommendations and designs. -Perform hydraulic analysis of specific water conveyance systems, specific basins and or irrigation systems. -Provide a variety of engineering services to support desalting plant operations to include supporting operations and testing of the system and designing future upgrades to existing systems. -Provide feasibility studies and/or project economic cost analysis. -Provide surveying and geologic site assessments. -Identify material sampling needs for potentially hazardous materials and develop hazardous materials abatement plans. -Energy modeling and preparation of assessment and recommendation reports. -Provide interpretative planning services. -Interior design services. -Landscape, hardscape, drainage, and other site improvements -Develop detailed project schedules and cost estimates; create design concepts and multi-color architectural renderings and sketches for presentations to client and historic preservation agencies. -Review construction shop drawings and provide construction oversight services. -Complete documentation for Reclamation ¿s Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings - Existing Buildings (GP). -Complete documentation for U.S. Green Build Council (USGBC) LEED certification program. -Prepare written reports for any of the services provided. The selected firm and its consultants must have expertise in Architecture, Interior Design, Interpretation, Civil/Structural Engineering, Electrical Engineering, Mechanical Engineering, and the design tools such as two and three-dimensional computer aided drafting and design (AutoCAD) software. Appropriate and current licensing, registration, and / or certification are required. Responsible, A&E firms are welcome to submit a capability statement on or before February 23, 2017 by 4:00 PM PST. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification System (NAICS) 541330 Engineering Services.
