Description
IACS ACCESS ROSTER Joint Multi-National Readiness Center (JMRC) CTC Rotational Mission Support Contract Draft PWS DRAFT PWS: The Department of the Army (the Government) ACC - Orlando is seeking industry review and comment on a draft PWS prior to issuance of any formal solicitation. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Draft Performance Work Statement for the Joint Multi-National Readiness Center (JMRC) CTC Rotational Mission Support Contract Hohenfels Germany. The Request for Information (RFI) number W900KK-17-R-JMRC1 is subject to change prior to solicitation. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Industry is requested to review the attached Draft Performance Work Statement (PWS) and provide comments/feedback that will assist the requiring activity in refining its requirement. Respondents should not submit any proprietary information when responding to this RFI. Respondents are encouraged to review the DRAFT PWS, and submit any comments or questions that may be useful for this requirement. All comments/questions will be evaluated and the DRAFT PWS will be amended accordingly to reflect any changes the requiring activity deems necessary to make. BACKGROUND: This will be a fiscal year 2018 requirement to establish a non-personal service contract to provide CTC Rotational Mission Support JMRC Hohenfels, Germany. The Government shall not exercise any supervision or control over the contract service providers. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. OBJECTIVE: The Government is soliciting industry feedback relative to a future contract effort and its draft performance work statement. The purpose of this RFI is to: 1. Improve the understanding of Government requirements and industry capabilities, 2. Allow potential offerors to judge whether or how they can satisfy the Government's requirements, 3. Enhance the Government's ability to obtain quality services at reasonable prices, and 4. Increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. 5. Identification of areas requiring additional explanation, 6. Potential future issues, and/or 7. Areas that could be refined to provide a clearer understanding of the requirement THIS RFI IS NOT A REQUEST FOR PROPOSAL. The Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. This is a tool to receive feedback from industry regarding the DRAFT PWS and data provided. The NAICS for this requirement shall be 541990 all other Professional, Scientific, and Technical Services The Government is not obligated to and shall not pay for any information received from respondents as a result of this RFI. REQUIREMENT: Refer to the Attached DRAFT PWS for a detailed explanation. A Firm-Fixed-Price Single Award Indefinite Delivery Indefinite Quantity performance based contract is contemplated for this requirement. Task Orders will be issued and it is anticipated that they will be administered by the same contracting office. The Government foresees the Offerors providing a firm fixed price with their own labor mix for a 12 month base period and four option years. (4) Provide comments on the clarity in the draft PWS's description of technical areas as well as other types of additional information that would improve understanding or clarity of requirements and terms and conditions. Personnel will report to building 1 Truppenuebungsplatz, USAG-Bavaria Hohenfels, Germany 92336. Time at location is 0900 to 1700. If access to a vehicles is denied at the gate, there will be a JMRC sponsor present to provide transportation to building 1. 9 March 2017 is an additional day scheduled to accommodate the one on one sessions please see information below. Attendees shall pre-register for the Joint Multi-National Readiness Center (JMRC) CTC Rotational Mission Support Contract Industry Day by providing the following information: 1. Company name 2. Attendees name(s) (LIMIT 2 attendees per firm) 3. Driver's License Number 4. Main Point of Contact (POC), phone number and email address All personnel requesting access to Hohenfels Training Area and JMRC must to be listed on AEF190-16F and must be signed in by a sponsor. The roster and the following documents shall be emailed to MP Station, POC: SSG Scott P. Deputy or SSG John D. Cruz by the JMRC staff upon receipt. Processing time for a roster is about three working days. If the contractor holds a valid military ID, access is granted after the individual surrenders a form of identification. All documents listed below used for base access must be translated to English. - Copy of Crime Register or back ground check not older than one year - Copy of passport The JMRC staff needs all the listed documents above and will then create an access roster list, which will be sent for approval to the garrison Military Police station, and provide a finalized list to ACC-Orlando. Briefings will occur in building 1 in the Main Conference Room on the first floor of the south east side of the headquarters. Briefings are scheduled from 0900-1230 on 8 March 2017 and will be followed by a 30 minute lunch break (on your own). At 1300, a bus tour of the training areas begins with a visit to each of the areas where there are requirements. This includes the MILES Warehouse, ITACCS building 100, operating bases, civilians on the battle field locations, rotational unit housing and dining areas. On the Subject line you shall put W900KK-17-R-JMRC1 Industry Day, Company name. When pre-registering, please indicate your firm's desire to participate in a 25-minute one-on-one session with a 5-minute break which will be scheduled on 9 March 2017, times TBD. Your company's POC will be notified of your scheduled 25-minute one-on-one session with members of the Government's integrated project team. The one-on-one sessions will be held in person. Firms must be registered to this RFI announcement to allocated time for any questions that need to be addressed in the one on one session with the requirements owners on 9 March 2017. JMRC has two conference rooms reserved for follow-on questions and access to post for the one on ones will be addressed on a case by case basis. RESPONSES REQUESTED: The Government is interested in receiving meaningful feedback on the aforementioned Requirements Description. What was the period of performance? 8) Provide a description of skill and knowledge in support of Combat Training Center or similar environment. 9) Provide an example of your experience with Facilities Management at a similar size and scope of this requirement. 10) Describe how you would manage multiple exercises occurring at remote locations at JMRC and distributed locations in multiple countries simultaneously. 11) Based on DRAFT PWS, where do your core capabilities exist and for which tasks or elements would you utilize a teaming approach? 12) Describe how you plan to motivate your employees and subcontractors to ensure an exceptional level of performance to JMRC CTC Rotational Mission Support. 13) Identify your employee retention rate during the past 3 years, and describe how your firm will ensure consistent, high quality support for JMRC CTC Rotational Mission Support. 14) Discuss efficiencies (cost/price or other) that could be gained by pursuing either a firm fixed price approach or a fixed price award fee approach. 15) Describe your plan to overcome German hiring constraints in relation to Article 72 & 73 of the Status of Forces Agreement (SOFA) and the DoD Contractor Personnel Office (DOCPER) for Note Verbal for contracted employees. 16) Describe your understanding and compliance to DFARS 252.225-7043 Antiterrorism/Force Protection for Defense Contractors outside the United States.
