REQUEST FOR INFORMATION Young-Growth Wood Quality Study AG-0109-S-17-0006 PURSUANT TO FAR 15.202(E) 1.0 Description 1.1 The U.S. Forest Service (USFS), Region 10, in support of the Pacific Northwest Research Station, is seeking information on how an interested contractor could perform the requested work on the Tongass Young-Growth Wood Quality Study as stated below. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service of any kind. Further, the USFS is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the USFS will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will likely be synopsized on the Federal Business Opportunities (FedBizOpps) website (www.fbo.gov). It is the responsibility of potential offerors to monitor this site for additional information pertaining to this prospective requirement. 2.0 Background The purpose of the young-growth wood quality study is to measure the volume and value of products that can be manufactured from young-growth stands under consideration for future harvest. Fifteen sample sites are geographically dispersed throughout the south-central portion of the Tongass National Forest. A one-acre plot will be delineated at each sample site and all trees within that acre harvested. Only Sitka spruce and western hemlock will be used in the study. Logs will be taken to a central sort yard (Thorne Bay) for scaling (weight, cubic, and scribner) and sorting for transport to four mills (3 in Alaska - Klawock, Tok, Icy Starits and one in Lewiston, ID). Research personnel will be on-site at all phases of the study potentially impacting productivity. 2.1 Planned Production/Work Description: 2.1.1 Harvest 15 one-acre sites on the Tongass National Forest. It is expected that the sites will be harvested continuously with no unreasonable time lag in between. It is anticipated that total log scale from all 15 sites will be about 500,000 bdft. We are only interested in Sitka spruce and western hemlock. All trees regardless of species will be felled. Trees other than spruce or hemlock will be left on site. Research personnel will be on site during the harvesting to collect data and keep log accountability records. • The proposed site locations are within Southeast Alaska. There is a slight chance that one or two could change should on-site validation (to occur spring/summer 2017) indicate non-representative conditions or inoperability. • All trees within the designated one-acre boundary will be cut and bucked according to study specifications. o Long logs: one 32-ft butt log plus trim (or if single log tree, then minimum 8 ft to 5-inch diameter inside bark top) o Upper logs shall be bucked to maximize recovery and utilization, to 5-inch top inside bark, not to exceed 32 ft in length. Minimum log length 8 ft. • Following felling, while trees are still on the ground, research personnel will be collecting data and marking trees for accountability. This will impact production time. • Move the Sitka spruce and western hemlock trees/logs to a landing where tree lengths will be further merchandised per study specifications noted above. Logs will be sorted by species and position in tree (butt or upper log). Study personnel will tag or mark every tree/log with site, species, and position. There will be four sorts per location (spruce butt logs, spruce upper logs, hemlock butt logs and hemlock upper logs). Logs to be bundled by sort. 2.1.2 Transport and deliver logs to Thorne Bay sort yard keeping sorted bundles intact. 2.1.3 Provide equipment and personnel at sort yard site to place bundles in designated area(s). 2.1.4 Provide equipment and personnel to perform a roll out scale. Bundles must be kept separate. 2.1.5 Arrange (sub-contract) for scaling of the logs with Pacific Rim Scaling Bureau. "Scaling" must include both board-foot and cubic volume measurements and be recorded in such a way as to compliment research requirements. 2.1.6 Prior to unbundling the logs for roll-out scale, about 150 of the bundles will be placed on a scale (provided) for weight measurements. 2.1.7 As each bundle is roll-out scaled, study personnel will further mark each log with one of four mill designations using a paint color code. Equipment and operator(s) will be on site to pick up and sort logs by bundle and mill designation. This work will continue until all bundles of logs from 15 sites have been scaled. At this point, logs will be sorted (and bundled) by site, species, position (butt/upper), and mill. 2.1.8 Deliver bundled logs to each of four sawmills. About one-quarter of the volume will go to each sawmill - 1 in Klawock, AK; 1 in Hoonah, AK; 1 in Tok, AK, and 1 in Lewiston, ID. Confirm with each mill that suitable unloading equipment is available at time of delivery. 2.1.9 Mills will be responsible for processing logs into lumber. Contractor will be responsible for delivering one-half of the lumber produced from each mill to a dry kiln facility in Aberdeen, Washington. Unload lumber per specification of mill management. 2.1.10 When lumber is dried and surfaced (again may take several months), arrange for transport and delivery of about half the lumber to POW (for project work). Dried lumber MUST be protected from the elements in transport. 2.2 Anticipated Delivery Period: Recommended Contract Time - 3/1/2018 through 2/28/2019 Desired Date for Starting Work - 4/15/2018 3.0 Requested Information 3.1 According to FAR 15.202(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. We request information on your capabilities to perform the stated work. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a capability statement. 4.2 Capability Statements in a common format are due no later than 2 March 2017, 12:00 AST. Responses shall be submitted via e-mail only to jgellings@fs.fed.us. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3 Section 1 of the capability statement shall provide administrative information, and shall include the following as a minimum: 4.3.1 Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2 Industry recommended contracting strategy. 4.3.3 Ensure your response includes your DUNS number. 5.0 Industry Discussions Forest Service representatives may or may not choose to meet with potential offerors. Such meetings would only be intended to get further clarification of potential capability to meet the requirements, especially cost or performance risk involved in this type of work. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the contact name on this announcement as an inclusion to your response. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to collect information and identify potential sources that can provide performance of this Tongass Young-Growth Wood Quality Study. The USFS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
