Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Radiation Oncology Branch (ROB) clinic plans to procure on a sole source basis maintenance service for eight (8) sophisticated dosimetry Instruments, ArcCHECK s/n 70973010, MapCHECK, s/n 96277016, MapCHECK s/n 96277024, Daily QA3 s/n 5603220, Daily QA3 s/n 5603244, rf-IVD2 s/n 5616038, rf-IVD2 s/n 5616039 and 3DVH s/n 3DVH-70973010 with Sun Nuclear Corporation, 3275 Suntree Blvd., Melbourne, FL 32940. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19M. Period of performance will be twelve (12) months of Standard and Software Maintenance Agreement Sun Nuclear dosimetry instruments. It has been determined that there is no opportunity to acquire green products or services under this contract. The ROB clinic needs to have sophisticated dosimetry equipment in order to provide a full range of treatment options for patients with cancer. ROB uses several different detectors manufactured by the Contractor. ArcCHECK and MapCHECK-2 are two advanced diode detectors which measure actual delivered dose, avoiding inaccuracies from dose volume averaging as seen in ionization chambers. Daily QA3 is a combined diode and ionization chamber array that collects the dosimetry data automatically in real time. The rf-IVD2 is a real time wireless patient dose radiation monitoring device. The 3DVH software provides the clinicians with 3D patient dose and dose-volume histogram (DVH) analysis required for radiation treatment planning. This equipment and software is all mission-critical to patient treatment in ROB and requires coverage under an annual maintenance agreement. The contractor shall deliver all labor, material, and equipment to perform scheduled upgrades, PMs, and emergency maintenance for the listed equipment and software REQUIRED RESOURCES: Field Service Representative shall be factory trained and have two (2) years of experience in servicing all components of the aforementioned instrument. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on all equipment covered by this contract. SPECIFIC TASKS: a. Annual Hardware Maintenance Agreement ArcCHECK: SN 70973010 Maintenance agreement shall include complimentary service loaners, full hardware warranty extension, software license renewal, upgrades to new software releases, all updated user manuals and reference guides, and telephone and web-based technical support. b. Annual Hardware Maintenance Agreement MapCHECK-2 model 1177: SN 96277016 MapCHECK-2 model 1177: SN 96277024 Maintenance agreement shall include complimentary service loaners, full hardware warranty extension, software license renewal, upgrades to new software releases, all updated user manuals and reference guides, and telephone and web-based technical support. c. Annual Hardware Maintenance Agreement Daily QA3: SN 5603220 Daily QA3: SN 5603244 Maintenance agreement shall include complimentary service loaners, full hardware warranty extension, software license renewal, upgrades to new software releases, all updated user manuals and reference guides, and telephone and web-based technical support. d. Annual Hardware Maintenance Agreement rf-IVD2: SN 5616038 rf-IVD2: SN 5616039 Maintenance agreement shall include complimentary service loaners, full hardware warranty extension, software license renewal, upgrades to new software releases, all updated user manuals and reference guides, and telephone and web-based technical support. e. Annual Software Maintenance Agreement 3DVH SN:3DVH-70973010 Maintenance agreement shall include all applicable software upgrades for 3DVH for a period of one year, all updated user manuals and reference guides, and telephone and web-based technical support. PLACE OF PERFORMANCE: Service shall be performed at the following location: NIH/NCI 9000 Rockville Pike Bethesda, MD 20892 This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 5:00 PM EST on February 24, 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
