- Sources Sought Notice SOURCES SOUGHT NOTICE Rehabilitate and Expand Historic Visitor Center; SCBL 152851 Scotts Bluff National Monument, Nebraska 2/9/17 The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Please refer to the current SBA rules regarding HUBZone firms. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted and in the making of any small business set-aside determination for this requirement. NAICS Code: 236220 Estimated Cost Range: $2 million - $3 million Estimated Period of Performance: September 2017 - September 2018 Project Description Scotts Bluff National Monument, established in 1919, preserves and interprets the history of the Great Platte River Road as well as the Oregon, California, Mormon Pioneer, and Pony Express National Historic Trails. The bluff was a prominent landmark along the Overland Trails and still inspires travelers on their journeys to the west. The visitor center/museum was built by the Civilian Conservation Corps in 1935 with additions in 1937 and 1949. The visitor center is part of an 18 structure complex, a nearly intact example of a Civilian Conservation Corps (CCC) construction and development project, contributing to a nationally significant National Register historic district (Scotts Bluff Historic District). The structure has a unique architectural design and has been identified as being eligible for the National Register of Historic Places. Visitation has increased 10-fold since the construction of the visitor center and thus the existing building layout does not meet the needs of Park staff or provide for an enjoyable visitor experience. The visitor center does not meet the Uniform Federal Accessibility Standards or Americans with Disabilities Act (ADA) standards and does not currently provide adequate egress required by life safety codes. In addition, the visitor center HVAC system is inadequate for visitor and Park staff comfort and does not provide the necessary climate control to preserve the museum objects and Jackson collection; the building lacks a fire suppression system; the lighting is inadequate for exhibits, visitors, and Park staff; the electrical system and plumbing are at the end of their useful design life and require replacement; radon and asbestos are present in the facility and will need to be mitigated. The existing Visitor Center is an "L" shaped building in plan with a Spanish Colonial design style. The facility serves as the museum space and visitor center for the monument with NPS office space within the building. It is a one story structure with a basement and a one room/two story tower. Exterior walls are adobe block masonry with a stucco finish or painted brick. The entire facility features medium slope roofs with a five in twelve pitch. The wood shingled roof is carried by nominally-sized wood members or exposed beams and decorative trusses in a number of rooms. The interior finishes are diverse and include beaded board, stained wood board, painted wall board, brick, and plaster. This project would rehabilitate, restore, and expand the historic visitor center at Scotts Bluff National Monument providing safe egress for park staff and visitors, protection of the park's resources, and accessibility for all people. The project scope will include but not be limited to the following: • Develop and maintain construction schedule • Develop and maintain Health and Safety Plan • Develop and maintain Quality Control Program • Secure work area • Site layout, grading, site utilities, and concrete flatwork • Asbestos abatement and radon mitigation • Demolition of a portion of the existing building • Replace existing mechanical and electrical systems • Repair and rehabilitation of historic windows and adobe brick walls • Construct new building addition • Install new fire suppression system and expand existing security system • Install new lightning protection system • Commissioning of electrical controls and HVAC systems • Implementation and tracking of sustainable design requirements • Create and provide operations and maintenance manual • Provide as-constructed drawings Evaluation Criteria: Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this notice. Interested firms shall submit 3 projects completed within the past 5 years that are similar to the scope of work noted above, and shall demonstrate the following: • Demonstrate experience managing and constructing projects of similar scope and size. • Demonstrate experience in the coordination and communication required of diverse project teams to maintain scope, schedule and cost. • Demonstrate knowledge and experience in implementing and maintaining a Quality Control Program. • Demonstrate ability to work in a highly visible location incorporating site safety and safety of the public. • Demonstrate knowledge and experience with historic preservation treatment and the DOI/NPS Standards and Guidelines for Rehabilitating Historic Buildings. • Demonstrate experience with the demolition and rehabilitation of historic fabric. • Demonstrate experience with the repair and rehabilitation of historic windows and adobe brick walls. • Demonstrate experience with the integration of new fire suppression systems into historic buildings. • Demonstrate experience in environmental abatement. • Demonstrate knowledge in Federal Sustainability Requirements and experience constructing LEED projects.
