- Pre-Solicitation Notice The Air Force Installation Contracting Agency (AFICA), 763d Specialized Contracting Squadron (763 SCONS/PKC) intends to issue a Solicitation, Request for Proposal (RFP) FA4452-16-R-A002, on or about 17 Jan 17 for classroom and simulator training to include the following courses: B747-200 Initial Qualification Pilot and Flight Engineer Training, B747-200 Refresher Pilot and Flight Engineer Training, B747-200 simulator time, and B747-400 or -8 simulator time. Training shall be conducted at the contractor's facility in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors. To be considered qualified, each contractor must possess an applicable training program approved under Title 14, Code of Federal Regulations (14 CFR) Part 121, or a training course approved under 14 CFR Part 142. Training shall be conducted at the contractor's facility. Contractor's training capability shall include 747-200 and 747-400 or -8 aircraft. The solicitation will be posted to the Federal Business Opportunities (FBO) website as a full and open opportunity. The resultant contract will be firm fixed price. The period of performance is as follows: Base Period: 01 Oct 2017 - 30 Sep 2018 Option Period One: 01 Oct 2018 - 30 Sep 2019 Option Period Two: 01 Oct 2019 - 30 Sep 2020 Option Period Three: 01 Oct 2020 - 30 Sep 2021 Option Period Four: 01 Oct 2021 - 30 Sep 2022 Please note that all dates listed in this synopsis are tentative and are subject to change. The North American Industry Classification System (NAICS) Code for this requirement is 611512 and Product Service Code is U006. The awardee's facility will be the primary place of performance. In accordance with FAR 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract.
