Description
The National Cemetery Administration has issued a Request for Proposal requirement under RFP No. VA786-17-R-0118 for Irrigation Vault Covers Replacement and Rehabilitation Project at the Golden Gate National Cemetery and to Replace Water Utility Vault Covers at Los Angeles National Cemetery. Project Locations: Golden Gate Natl Cemetery, 1300 Sneath Lane, San Bruno, CA 94066 Los Angeles National Cemetery, 950 S. Sepulveda Blvd., Los Angeles, CA 90049 The Contractor shall furnish all labor, tools, materials, equipment, services and supervision required to Perform work to remove and replace existing water utility vault covers, clean interior of vaults and the equipment housed within, and rehabilitate existing water utility vault covers as indicated. Specific Work Golden Gate Project: The Golden Gate National Cemetery has fourteen (14) existing subterranean concrete vaults located within its grounds which house irrigation mainline valve assemblies. Eleven (11) of the vault covers are spring-assisted and the other three (3) are not spring-assisted. The vault covers which are not spring-assisted shall be removed and replaced with new, compatible equipment as described below. The vault covers with spring-assistance shall be rehabilitated as described below. Solicitors shall field-verify in the field the sizes and quantities of vault covers of each type and the extent of rehabilitation required for vault covers prior to submitting a proposal. The work in this project includes but is not limited to: Item 1: Removal and Replacement of existing Irrigation Vault Covers Remove and dispose of three (3) existing vault covers without lift assistance. Dispose of vault cover assemblies off-site in a legal manner. The three (3) vaults are located in turf landscaped areas adjacent to roads. The vault openings are rectangular shaped with a rough opening approximately 40 in width by 148 in length. The depths of the vaults are approximately 60. Procure, deliver, and install three (3) new vault cover assemblies in complete working order. Vault Cover Specifications: The vault cover shall consist of 2 hinged metal access doors fixed to metal supporting framework. The vault cover frame(s) shall be affixed to the existing concrete vault per the manufacturer s specifications and/or written instructions. The vault doors shall be equipped with lift assistance equalizing the weight of the doors (i.e. springs and/or torsion rods) requiring no more than 40 pounds of lift effort to open the door. The vault doors will have locking mechanism with a full drop handle for each door. The vault doors/frames shall be of the drop-in type fabrication and shall be flush with the concrete vault (less the thickness of the frame lip). Vault covers in landscaped areas shall have an H20 incidental vehicular traffic rating 16,000 lb. dual wheel design load. Vault doors and frames shall be either anodized aluminum with a clear coat finish; or hot-dipped galvanized steel. Aluminum surfaces in contact with concrete surfaces shall be painted with bituminous coating to prevent corrosion. Vault doors and exposed frames shall have a non-slip surface. All mounting hardware to be Type 316 stainless steel. Gaps between vault frame and concrete vault shall be sealed with compatible matching sealant to prevent water intrusion. Specific Work Los Angeles Project: The Los Angeles National Cemetery has five (5) existing subterranean concrete vaults located within the cemetery which houses irrigation mainline valve assemblies. To gain access into the vault there are bolt-down, diamond-plated steel panels laying across the concrete vault openings. Four (4) of the vaults are located in roadways and house irrigation system pressure-regulating/flow control assemblies. One (1) of the vaults is in lawn and houses the irrigation system master valve. (See Attachment A LANC Vault Locations.) The existing vault covers are not lift-assisted. The vault covers shall be removed and replaced with new, compatible, hinged, lift-assisted vault covers as described below. It is strongly recommended that solicitors verify in the field the sizes of vault covers for each location and the extent of retrofit required for vault frames/supports prior to submitting a proposal. (See Attachment B LANC Approximate Vault Sizes.) The work in this project includes but is not limited to: Item 1: Removal and Replacement of Vault Covers for Four (4) existing Water Utility Vaults in Roadways The current vault openings are rectangular shape. The length and width of each vault varies by location. The depth of the vault is approximately 48 inches. There is steel framework attached to the concrete vault at the perimeter of the vault opening. The four (4) vaults in the roadways each consist of 1/4 inch thick steel. The number and sizes of plates vary by location. The panels lay across removable, steel support beams set within a ledge cast into the concrete vault. Each panel bolts down into steel receiver nuts integral to the frame for the vault covers. Contractor shall remove and dispose of steel panels off-site in a legal manner. Contractor shall remove steel framework/supports which are not necessary or would otherwise impede the installation of the new covers, and dispose of off-site in a legal manner. Contractor shall modify existing vaults/framework as necessary to receive new lift-assist vault covers. Any new vault cover assembly which employs removable beams as a support system shall replace the existing beams with new, galvanized steel beams, capable of supporting specified design loads. Contractor shall procure, deliver, install, and seal a new vault access cover assembly in complete working order. Vault Cover Specifications: The vault covers may consist of between 2 to 4 hinged metal access doors affixed to metal supporting framework. (Vault covers on Shiloh Drive may need to be composed of more than 4 doors to accommodate changes in grade.) The vault cover frame(s) shall be affixed to the existing concrete vault per the manufacturer s specifications and/or written instructions. The vault cover frame shall be sealed to minimize water intrusion per the manufacturer s specifications and/or written instructions. The vault doors shall be equipped with lift assistance equalizing the weight of the doors (i.e. springs and/or hydraulics) requiring no more than 40 pounds of lift effort to open the door. The vault doors will have locking mechanism with a full drop handle for each door. The vault doors/frames shall be of the drop-in type fabrication and shall be flush with the surrounding pavement. No part of the vault cover or frame shall rest on or come into contact with the irrigation equipment housed within the vault. The vault covers shall have an AASHTO H20 vehicular traffic rating designed to withstand moving traffic utilizing a 16,000 lb. dual wheel load and require engineering of a 30% impact factor. Vault doors and frames shall be hot-dipped galvanized steel, or stainless steel. All steel components shall be hot-dipped galvanized after fabrication. Vault doors and exposed frames shall have a non-slip surface. All mounting hardware to be Type 316 stainless steel. Any existing steel frames and steel supporting members retained in the final assembly shall be cleaned, have surfaces prepared, painted with rust-inhibiting coating, primed and painted as follows: Remove rust and corrosion from metal surfaces; apply phosphate treatment rust-inhibiting coating ( Ospho or equal); apply zinc-rich primer and paint per ASTM A 780, 4 mils coating thickness, grey color. Gaps between vault frame and concrete vault shall be sealed with compatible matching sealant to prevent water intrusion. Pre-Bid Site Visit: Bidders are required to make a pre-bid site visit. Such visits must be pre-scheduled and arranged by contacting the Golden Gate National Cemetery, Contracting Officer Representative (COR) Mr. Justin Blakeslee at (650) 335-8001 or by e-mail at Justin.blakeslee@va.gov For site visits at Los Angeles National Cemetery, Contact: Mr. Joseph Iraldo at (310) 268-4675 or by e-mail at Joseph.Iraldo@va.gov The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 236220. Size standard is $36.5 Million. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, since the solicitation will be issued on 24 February 2017, offers would be due by 2:00 p.m., 17 March 2017.
