Description
This announcement is a Sources Sought Notice to gather information for planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine market interest and the socioeconomic status, availability and capabilities of interested parties. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. This is not a Request for Quote (RFQ). The requirement is a supply procurement to fabricate, a Fish Weir for Foster Dam, Oregon to improve downstream fish passage. The 2012 North American Industrial Classification System (NAICS) code applicable to this effort is 332312 - Fabricated Structural Metal Manufacturing, the FSC is 5450. ___________________________________________________________________________ SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. This summary does not provide the technical detail for particular work activities, but describes the work as a whole, providing overall perspective to the separate tasks and their interrelationships. The purpose of this project is to improve downstream fish passage at Foster dam with a new Fish Weir. The features of work include an improved weir that operates with flows of 300 cfs to 860 cfs, three (3) new stoplogs, and the demolition of an existing fish crane. The fish weir will be installed in existing spillway stoplog slots and will pass water onto the spillway through an approximate opening of 14ft x 9ft. The weir can be constructed offsite. The weight of the new weir is limited by the lifting capacity of the deployment truck-crane on the bridge overhead; the weir is designed to weigh less than 22,000lbs. The new stoplogs will be deployed below the fish weir to set it at elevations required to pass desired flowrates during low and high pool. The existing fish crane is a concrete structure crossing the entire roadway 35 feet above the deck. Demolition and removal of the crane will allow proper positioning of the crane and will facilitate the delivery and installation of the weir and stoplogs. The demolition involves removing all equipment from the crane including all lights, hoists, gearboxes, drums, conduit, etc. Location: Foster Dam is located at river mile 37.9 on the South Santiam River at Foster, Oregon; 38.5 miles above the confluence of the North and South Santiam Rivers and approximately 25 miles southeast of Albany, Oregon. Timeframe: Fabrication is anticipated to begin in October 2017 with a completion date no later than March 1st, 2018.
