- SUBJECT: W912DS-17-S-0017 Sources Sought Notice looking for Small Business Concerns for the Renovation of Building 110, Watervliet Arsenal, Watervliet, New York. Description: THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. This is a SOURCES SOUGHT for the purpose of obtaining market research only. No proposals are being requested nor accepted under this sources sought. The U.S. Army Corps of Engineers, New York District, will use information obtained under this sources sought to develop an acquisition strategy to meet the requirements for the renovation of Building 110 at the Watervliet Arsenal, Watervliet, NY. The intent of this sources sought is to access industry's small business concerns including 8(a) companies within New York, New Jersey and Pennsylvania with an SBA approved office for competition in New York, Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), WOSB and all small businesses under the size standard, capability and interest in performing a construction project within Watervliet Arsenal, Watervliet, NY using the design-bid-build process to meet the needs of Watervliet Arsenal. The NAICS code for this project is 236220, Commercial and Institutional Construction. The small business size standard is $36.5 million. The estimated magnitude for this construction project is between $10,000,000 and $25,000,000. It is anticipated that the program need for the project be met through the use of the one-phase best value lowest price technically acceptable single award process. The Government must ensure there is adequate competition among contractors for work to be performed under the solicitation. The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for the renovation of Building 110 at Watervliet Arsenal located in Watervliet, NY. Building 110 is 213,799 square foot industrial and manufacturing building constructed in 1888. Building 110, also known as the "Heavy Gun Shop" provides Watervliet Arsenal with heavy manufacturing capabilities essential to Watervliet Arsenal mission. Building 110 is a historically significant structure for its historic role as America's center for large caliber weapons manufacture since the late nineteenth century and because of its distinction as a work of nineteenth-century industrial design. The project involves renovation and upgrade to address and correct Quality Work Environment (QWE) findings in Building 110. The five major elements of the project are as follows: 1) Installation of a new fire suppression system. Building 110 hosts numerous manufacturing processes and has various roof heights, ranging from 35' to 117'. The building currently has a wet-pipe fire suppression system that covers several lower bays. The intent of this project is to provide a fire suppression system for Building 110 in its entirety including a fire pump, if necessary. 2) Replace all lighting and associated electrical wiring. This effort will encompass the replacement of all lighting fixtures with energy efficient lighting and replace all associated deteriorated wiring leading to and from the lighting panels throughout Building 110, as well as and including exhaust fans and wiring, and lighting load center(s). 3) Replace windows on North and South ends of Building 110. The intent is to replace the existing windows with new windows which are subject to approval by SHPO due to the historic nature of Building 110. 4) ADA/Bathrooms/Miscellaneous. The QWE findings report that ADA/ABA issues exist in Building 110. The intent to renovate and re-model the existing bathrooms and locker rooms to correct ADA/ABA violations. The findings are so broad that the design will require an accessibility assessment along with follow-on design work to renovating restrooms and locker rooms to address accessibility issues. 5) Repaint Interior. All ceilings, walls, and columns will be painted to improve the work environment. The total square footage of surfaces to be painted is approximately 505,000 SF. This effort will require scraping, cleaning, and painting of all surfaces to eliminate the issue of falling paint chips. Sustainable principles will be maximized in the design, development and construction of the project in accordance with Executive Order 13123 and other applicable laws and executive orders. Energy conservation and environmentally safe measures will be incorporated in this project wherever feasible, practical or required by regulation. Energy and natural resource conservation measures will be maximized in the design to the extent possible. Facilities will be designed in accordance with applicable Army Standards, OHSA, and American's with Disabilities Act (ADA) Accessibility Guidelines/Architectural Barriers Act (ABA), National Fire Protection Association (NFPA) Life Safety Code, and Standards of Seismic Safety for Federally Owned Buildings, and energy and water conservation standards Period of Performance: Approximately 720 calendar days after Notice to Proceed. Notice to Proceed is anticipated to occur between August 2017 and September 2017. Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous experience in the renovation of historic structures and/or large industrial manufacturing facilities in excess of 100,000 square feet similar in cost magnitude (greater than or equal to $5,000,000). The information submitted will be considered in the development of the acquisition strategy to support this program. Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov. For 8(a) and HUBZONE, firms must be certified by the Small Business Administration (SBA). All interested businesses responding to this Market Research sources sought shall be limited to the information required above and shall be submitted via email or in writing by mail no later than 1600 (4 pm) EST on Tuesday, February 28, 2017.
