Pursuant to Federal Acquisition Regulation (FAR) 15.201, this announcement serves as a PRE-SOLICITATION SYNOPSIS NOTICE and REQUEST FOR INFORMATION for the development of the Sentinel A4 Radar System. This PRE-SOLICITATION SYNOPSIS NOTICE and REQUEST FOR INFORMATION is for information and planning purposes only and does not constitute a formal Request for Proposal (RFP) or a promise to issue an RFP in the future. This announcement is a follow on to solicitation number W31P4Q-16-R-0104. The Army Contracting Command-Redstone (ACC-RSA), on behalf of the U.S. Army Cruise Missile Defense Systems (CMDS) Project Office, is hereby releasing a draft RFP to develop a high-performance modification of the Sentinel A3 (AN/MPQ-64A3) air and missile defense radar to result in the Sentinel A4 (AN/MPQ-64A4) Radar. Requirements will include, but are not limited to, radar hardware and software development, integration, technical data, documentation, logistics, testing, training, low-rate initial production, and initial fielding to ensure compliance with the Sentinel A4 System Performance Specification, interface requirements, and the Sentinel A4 Statement of Work requirements. Potential offerors are not to construe this PRE-SOLICITATION SYNOPSIS NOTICE and REQUEST FOR INFORMATION as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue an RFP, nor will the Government be liable for any costs involved for submission of information in response to this notice. In accordance with FAR 15.201(e), responses to this notice are not an offer and the Government cannot accept any resulting information to form a binding contract. The clause at FAR 52.215-3 (Request for Information or Solicitation for Planning Purposes) applies to this announcement. This PRE-SOLICITATION SYNOPSIS NOTICE and REQUEST FOR INFORMATION is for obtaining industry comment on the draft RFP and for potential development of a final RFP. Keith, at johnny.l.keith.civ@mail.mil with your request and company information at your earliest opportunity. The performance specification is at the SECRET/NOFORN classification level. Only U.S. based and owned companies are eligible to receive this information. The responder must have the required security clearance and an approved facility for storing and processing classified information. After validation of each interested responder's security accreditation and eligibility, the Government will mail the classified portion of the draft RFP to each validated responder. The Government plans to conduct one-on-one sessions with industry, limited to the respondents to this announcement, following receipt of all industry comments.
