- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 0040316045 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-02-15 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Denver, CO 80225 The US Geological Survey requires the following items, Brand Name or Equal, to the following: LI 001: Complete Linkam THMSG600 heating/cooling stage system to adapt to existing Zeiss microscope equipped in accordance with the attached Brand Name Specifications. BRAND NAME OR EQUAL to meet or exceed the attached Brand Name Salient Characteristics. Offered system shall include a minimum 1-year (Base Year) warranty from the date of installation for one year. (The Period of Performance is estimated. The actual end date of the Period of Performance shall be one year from the date of installation.), 1, EA; LI 002: Services, non-personal, to provide all plant equipment, labor, travel, and materials (unless otherwise provided herein) necessary to install the system and provide training standards in accordance with the attached Performance-Based Work Statement., 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, US Geological Survey intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. US Geological Survey is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. IPP Requirement Electronic Invoicing and Payment Requirements - Internet Payment Platform (lPP) (September 2011) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. Award evaluation criteria utilized to evaluate Bids is specified in evaluation factors as follows. This evaluation criteria supersedes the evaluation criteria as stated in above instructions, Evaluation Criteria Basis of Award. Evaluation based on Best Value (Trade-0ff) in accordance with the attached Basis for Award, Best Value Trade-off. Bid Packages submitted in response to this FedBid Buy will be evaluated in two steps: Step 1. Offers will be determined technically acceptable. To be technically acceptable the seller ™s bid package shall readily demonstrate an ability to meet or exceed the attached Brand Name Salient Characteristics; and Step 2. Bid Packages that pass Step 1 will be further evaluated for Best Value to the Government based upon the following non-price or non-cost factors. Factor A is of greater importance than B. Award shall be made to the vendor whose bid package, conforming to this FedBid buy, is determined to be the most advantages to the government, cost or price and the other non-cost or non-price factors listed above. In determining which bid package offers the greatest value or advantage to the Government, overall non-price merit will be considered more important than price or cost. Factor (A) Technical Performance: (1) Sellers must be an established business in the manufacture and/or selling analysis systems used in analyzing fluid inclusions in sedimentary rocks. Seller must provide a narrative, not to exceed two pages, describing their offered system ™s ability, when attached to a comparable (Zeiss or equal) microscope, to analyze sedimentary rocks. (2) Seller shall also provide copies (or links to copies) of at least two published scientific journal papers that evaluate fluid inclusions in sedimentary rocks using their offered heating and cooling stage. The authors of these scientific papers may be contacted by the Government for discussion about customer satisfaction with technical performance in the use of the offered heating and cooling stage in the analysis of sedimentary rocks. Factor (B) Past Performance: (1) Seller should provide at least two references for services performed during the past three years in the analysis of sedimentary rocks. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es).
