N00164-17-R-JV12 - SOLE SOURCE - ESRI SOFTWARE LICENSES, MAINTENANCE, SUPPORT, & TRAINING - 7030 - NAICS 511210 Anticipated Issue Date: 20 March 2017 - Closing Date: 19 April 2017 - 2:00 PM EDT AMENDMENT 0001 Naval Surface Warfare Center, Crane Division (NSWC-CD) located at Crane, IN anticipates awarding a three year, Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with Environmental Systems Research Institute Inc. (ESRI); 380 New York St, Redlands, CA 92373-8118. Anticipated contract award date is third quarter fiscal year 2017. NSWC-CD has a requirement for an ESRI End User License Agreement (ELA) to provide software licenses (ARCGIS Desktop and ARCGIS Pro), software maintenance (assurance), technical support, and onsite training. The maximum total dollar value of the prospective contract is anticipated Not-to-Exceed $8.841 Million over a three-year period. The ELA shall include but not be limited to the following licenses, maintenance, support, and training: a.Deployed CAT A Software b.Deployed CAT B Software c.New Software (and Maintenance on) CAT A and B Software d.AGOL e.Portal for ArcGIS f.ESRI Virtual Campus Premium g.ESRI ArcGIS Online accounts h.ESRI Training Pass i.ESRI Enterprise Advantage Program Base Package j.Secure/Premium Support The proposed contract action will use written solicitation procedures in accordance with FAR part 12 for the anticipated award of this noncompetitive commercial acquisition. The solicitation will not be posted to FBO website. The solicitation, changes, amendment(s) will be provided directly to the Contractor via electronic mail. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, ESRI, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The basis for restricting competition is duplicative cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency requirement through any other source. ESRI is the only source that meets the current system requirements for Detail Geospatial production. This software is used throughout all the military services in multiple Programs of Record. This software is the main production software at the National Geospatial Agency which sets the standard for finalized products for use publicly and militarily. The Government does not own the design specification suitable for full and open competition or technical data rights in order to seek competition. ESRI owns all data rights to the ESRI software. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR 52.219-8, small business concerns shall have the maximum practicable opportunity to participate in performing contracts let by any Federal agency, including contracts and subcontracts.
