- The Corps of Engineers, Louisville District, is soliciting comments for the construction community addressing the potential use of Project Labor Agreements (PLA) for a large scale construction project (exceeding $25 million) within the MacDill AFB, FL area. The project consists of the construction of a 200-member Army Reserve Center (ARC) and Aviation Support Facility (ASF). Primary facilities include the construction of a combined ARC Training Building and Aviation Support Facility (ASF) (109,454 SF), an Organizational Maintenance Shop (OMS) (6,505 SF), and an Unheated Storage Building (15,140 SF) and the relocation of the existing Skeet and Grenade Launcher ranges on MacDill AFB. Project will also include wetland mitigation and compliance inspections in accordance with a wetlands permit that includes the removal of invasive species and planting of native species over an area of approximately 15 acres. Buildings will be of permanent construction with reinforced concrete foundations; concrete floor slabs, reinforced concrete or masonry walls; low-slope or sloped roof; Heating, Ventilation and Air Conditioning (HVAC); and plumbing, mechanical, security and electrical systems. Supporting facilities include land clearing, paving, two-tiered loading ramp, fencing, general site improvements wetland mitigation, and utility connections. Accessibility for the disabled will be provided. Antiterrorism/Force Protection (AT/FP) and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. The contract duration is anticipated at 730 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C 158(f). Federal Acquisition Regulation (FAR) Policy: (a) Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) Advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with law. Reference: Provision: 52.222-33 Notice of Requirement for Project Labor Agreement Clause 52.222-34 Project Labor Agreement. Request responses to the following questions: (1) Should PLAs be executed on selected large dollar contracts in the MacDill AFB, FL area? (2) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation. (3) Are there concerns by prime contractors on the availability of skilled construction labor? (4) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible. (5) Would a PLA benefit a project which contains a unique and compelling mission-critical schedule? (6) What type of project should not be considered for PLA clauses? (7) What is the time impact to the completion of the contract due to a PLA? (8) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible. (9) What is the cost impact to the bid due to a PLA? (10) Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. (11) Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. (12) Identify any additional information you believe should be considered on the use of a PLA on the referenced project. (13) Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project. Responses shall be submitted via email to Brenna Crawford at Brenna.a.crawford@usace.army.mil no later than 1:00 PM EST on 24 February 2017. This is NOT a Request for Proposal and does not constitute any commitment by the Government. Responses to this labor market survey will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this survey.
