- 1.Pursuant to Federal Acquisition Regulation (FAR) 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract HM1572-14-C-N003 with BAE Systems Information Solutions, Inc. (BAE), 8201 Greensboro Drive, #1200, McLean, VA, 22102, to continue operations and sustainment for the National System for Geospatial-Intelligence (NSG) Consolidated Library (NCL) software baseline to include both structured and unstructured data, secure migration of NCL data holdings to the Cloud and uninterrupted continuation of multiple critical capabilities currently in development. The current requirement provides secure access for the NSG to NCL GEOINT data, products and capabilities until the requirement can be completely transitioned off NCL to a future cloud-based architectural solution. The current contract expires on July 31, 2017. This action will extend the period of performance for the existing contract for a total of 24 months to July 31, 2019. The extension will be structured to include one (1) 12-month base period and one (1) 12-month option period. 2.The sole source modification to the existing contract will provide all software maintenance (preventive and scheduled), performance monitoring and issue resolution, discrepancy report (DR) work-off efforts, Tier-2 and Tier-3 help desk support, as well as the provision of program infrastructure and completion of existing and approved developmental efforts. Additionally, provision for transition will be included to facilitate a smooth transition to the longer-term cloud-based data services efforts. 3.BAE is the only vendor who can provide the required level of support necessary to avoid operational impacts to the vast user community. BAE possesses intricate and integrated knowledge of the NCL software baseline, architecture, operations, user community, and roadmap make them the most risk averse and cost effective solution for this extension period. Any change in developer prior to award of a follow-on contract would delay the delivery of the remaining NCL capabilities. Furthermore, a change in developer would create a disruption that would unnecessarily introduce additional risk to our customer base and degrade their operational effectiveness. 4.This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. The statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. There is a reasonable basis to conclude that the highly specialized supplies or services are available from only one responsible source and no other supplies or services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency's requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition. 5.This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to the requirement. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. 6.The Government will issue a Justification and Approval (J&A) to support the need for a sole source award. The J&A will be posted to the classified ARC at https://arc.nro.ic.gov 14 days after award of the modification.
