- Solicitation The Defense Media Activity has a requirement to contract a facility to accommodate their award ceremony in the Washington, DC area. The Basis for Award is Lowest Price Technically Acceptable (LPTA). INSTRUCTIONS FOR OFFERORS The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The offer shall be compliant with all the requirements as stated in solicitation and the Performance Work Statement (PWS, including terms and conditions, and representations and certifications). All offeror shall be registered in System for Award Management (SAM) prior to receiving an award. All questions shall be submitted by 16 February 2017 at 10:00am EST.
