Amendment 04 - to correct the PdM EOIR Payloads POC Bill Newmeyer email address at william.j.newmeyer.civ@mail.mil Amendment 03 - to change Contract Specialist POC from Shahaadah Nalls to Hanh Dinh Amendment 02 The Army Contracting Command - Aberdeen Proving Ground - Belvoir (ACC-APG-Belvoir) is conducting market research on behalf of PEO Integrated Electronic Weapon Systems (PEO IEWS) / Program Manager Electro-Optic Infrared Payloads- Force Protection (PdM EOIR Payloads- Force Protection) in accordance with Federal Acquisition Regulation (FAR) Part 10. PdM EOIR is looking for potential supplier's comments on the procurement specification for the Non-Developmental Item (NDI), or near NDI ground-based Tower subsystem for detection and tracking of targets of interest such as walking humans, small vehicles, and large vehicles. The Ground-Based Operational Surveillance System (Expeditionary) (G-BOSS(E)) is a program of record begun in Fiscal Year 2016 (FY16) as part of the development and acquisition portfolio of the PdM EOIR Payloads - Force Protection, which is a subordinate office of the Project Manager Terrestrial Sensors within the Program Executive Office, Intelligence, Electronic Warfare and Sensors (PEO IEW&S). The G-BOSS(E) is an expeditionary, ground-based, self-contained, multi-spectral sensor-oriented, persistent surveillance system used to observe, collect, detect, classify, identify, track, record, and report on contacts, objects of interest, and assessed threats twenty-four hours a day using a display of fused video and sensor data. The G-BOSS(E) is used for mid to long range persistent surveillance. This system will be of a size and weight that allows mobility, transportability, scalability, and modularity consistent with deployment and employment using common U.S. air, land and sea transport assets. The G-BOSS(E) will be capable of independent employment or as part of a network base security and defense system. The current procurement specification for the ground-based surveillance Towers are defined in the document entitled "Platform Subsystem Heavy Tower Trailer Specification" (Tower). The document is Distribution D restricted. The document is authorized for use by the U.S. Government Agencies and their U.S. contractors only. The document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This document will be disseminated in accordance with provisions of DoD Directive 5230.25. Companies or organizations should request a copy of the procurement specification by providing their Point of Contact information listed below to william.j.newmeyer.civ@mail.mil and must clearly state if and how they meet the conditions under which they can receive the documents referenced above. In addition, companies requesting the above information must register for an account with an internet accessible portal known as the Corporate Management System Online (CMS II). BACKGROUD/DESCRIPTION: The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Belvoir is conducting Market Research, on behalf of Program Manager Terrestrial Sensors (PM TS), Product Manager Electro Optic Infrared (PdM EOIR), in accordance with Federal Acquisition Regulation (FAR) Part 10, to determine the industry's capabilities for production and associated maintenance and support for mobile tower trailers for the GBOSS (E) System. Night Vision & Electronic Sensors Directorate (NVESD) / PdM EOIR Payloads- Force Protection is looking for companies with the capabilities and facilities to provide Commercial Off-The-Shelf (COTS), Non-Developmental Items (NDI), or near NDI for a Mobile Tower Trailer capable of raising and deploying a surveillance payload at multiple heights. The G-BOSS(E) is a program of record in Fiscal Year (FY)16 as part of the development and acquisition portfolio of the PdM EOIR Payloads- Force Protection, which is a subordinate office of the PM TS within the Program Executive Office, Intelligence, Electronic Warfare and Sensors (PEO IEW&S). G-BOSS(E) is an expeditionary, ground-based, self-contained, multi-spectral sensor-oriented, persistent surveillance system. G-BOSS(E) used to observe, collect, detect, classify, identify, track, record, and report on contacts, objects of interest, and assessed threats twenty-four hours a day using a display of fused video and sensor data. The G-BOSS(E) is used for mid to long range persistent surveillance. This system will be of a size and weight that allows mobility, transportability, scalability, and modularity consistent with deployment and employment using common U.S. air, land and sea transport assets. G-BOSS(E) will be capable of independent employment or as part of a network base security and defense system. G-BOSS(E) employs variable sensor heights to meet the persistent surveillance requirement of the Medium and Heavy variant/configuration (mid to high sensor height). Responses are requested of those suppliers who can provide mobile tower trailers ready for test and demonstration and meet the following criteria: DESCRIPTION OF REQUIREMENTS At a minimum, the Mobile Tower System shall meet the following: 1. Capable of lifting a minimum payload of 650 lbs (Heavy Tower) or 330lbs (Medium Tower) with maximum sail area of 16 square feet (Heavy Tower) or 8 square feet (Medium Tower). 2. Capable of securely raising maximum payload to a minimum height of 32.8 feet (medium tower) and 80 feet (heavy tower). Specify whether this would be accomplished either as two completely separate towers or as a single unit. If separate detail how much commonality would be between the two units. 3. Provide a power profile while raising and lowering the tower with payload. 4. Total weight up to 2450 lbs (medium tower) and 10,350 lbs (heavy tower) 5. Able to raise and secure tower to any height along vertical range of motion - medium tower only 6. Ruggedized and capable of extended operation in multiple worldwide outdoor environments 7. Capable of transport via sling loading, railcar, sea transport, and towing. Towing is defined as being pulled by a motorized military vehicle using a bar, hitch, or other coupling. 8. Specify the minimum military vehicle capable of towing each tower system? 9. Heavy tower meets transport envelope of 344"L x 102.36"W x 102"H. 10. Medium Tower meets transport envelope of 230.4"L, x 90.5"W x 102" H 11. Uses HMMWV tires and wheels on the trailer 12. Total height in transport mode under 96" 13. Tower and self-stabilizing hardware attach to trailer deck or trailer outriggers 14. Tower raises with 28 VDC motor 15. Built and tested according to standards of TIA-222-G a. The tower and the anticipated load will not be damaged to the point of requiring repair of any type in 3 second wind gusts up to 81 mph at 33 feet. b. Power is provided to the tower system components and signals are received from the system components in 3 second wind gusts up to 57 mph at 33 feet. c. Raise/lower tower with anticipated load in 3 second wind gusts up to 32 mph at 33 feet The current specifications for the Mobile Tower Trailer are defined in two specification documents entitled "Ground-Based Operational Surveillance System (Expeditionary) [G-BOSS (E)] Platform Subsystem Heavy Tower Trailer Specification" and "Ground-Based Operational Surveillance System (Expeditionary) [G-BOSS (E)] Platform Subsystem Medium Tower Trailer Specification". Has your Company performed this type of effort or similar type efforts (to include size and complexity) in the past? If so, please provide Contract Number, Point of Contact (POC), email address, phone number, and a brief description of your direct support of the effort. 17. Does your company have a COTS, NDI, or near NDI product meeting the requirements above? Please describe the product and how many your company has produced. 18. What is the timeline, personnel required, environmental restrictions and equipment required (include all possible transport options) to secure and move an operational system from one location to another location, where the tower would be erected and operationally ready? 19. What safety certifications does the tower have and what agency(s) awarded the certifications? 20. What is the typical first article delivery time and typical production rate of the system? 21. What Technical Data Package is available for the system including cable drawings that is releasable to the government? 22. Describe the available operator training curricula. 23. What data rights are available to the government as part of a purchase? 24. What integration information (mechanical, electrical) is immediately available and releasable to the government? 25. Describe your preferred sustainment structure including contractor logistics support. Can you support government sustainment? What sustainment training requirements can you support? 26. What critical program information protections are in place? 27. What Reliability, Availability, and Maintainability (RAM) performance does your system meet, to include expected Mean Time Between Failure (MTBF)? 28. What warranty coverage is available and explain any extended maintenance support. Please note the following: Foreign participation is excluded.
