Sources Sought Notice identification number: W9128F-17-S-M005 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $20-30M. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. The Omaha District, U.S. Army Corps of Engineers, is seeking qualified Small Business Community Members (Section 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Small Business (SB) concerns and/or Small Business - led teams, Small Business Partnership and/or Small Business Joint Ventures) and Other Than Small (OTS) concerns that (1) qualify under the North American Industry Classification System (NAICS) code 236220 - Commercial and Institutional Building Construction (size standard of $36.5M), and (2) can affirmatively demonstrate its financial responsibility and ability to obtain bonding capacity. A general contractor will need to be able to bond up to $20-30M for this project. All employees must be U.S. citizens or properly documented non-U.S. citizens. All personnel on site are subject to a local and agency background check. Responses are to be sent via email to Teri.J.Edwards@usace.army.mil no later than 2:00 p.m. CST, 24 February 2017. Project Description: The USAF Academy Cadet Field House, built in the late 1960's, is configured around three major spaces; the basketball arena, the ice rink, and the multipurpose room. The Basketball Arena and the Ice Rink are located in the southern half of the building occupying approximately equal quadrants with the Basketball Arena located in the southwest quadrant and the Ice Rink in the southeast quadrant. The Multipurpose Room occupies the entire northern portion of the facility. The building has three main levels, spectator level, participant level, and multipurpose level. The spectator level serves as the public access space with its main entry on the south side of the building. The participant level is the floor elevation of the Basketball Arena and Ice Rink. This level also includes the administration offices and locker rooms. The lowest level is the multipurpose level and can be observed from above through windows located at the spectator level. The field house is arranged to allow activities to be held simultaneously in the all three of the facilities. Phasing of the construction work at the Cadet Field House is critical to success of the project(s). The Field House must remain in operation during the periods of construction. The construction period for each area must be coordinated with the user to determine the best time of year to impact the affected area. Summary of work includes installation of new lights over the Basketball Arena and main concourse, installation of the major components of the geothermal system installed under an existing parking lot including all mechanical room work supporting renovated areas, renovation and expansion of restrooms on the spectator level, replacement of floor coverings in specifically identified areas, and repairs to the building envelope in specifically identified areas (primarily located at the catwalk level). Provide new LED lighting above the Basketball Arena, Hockey Arena, and Multipurpose Area. Provide a new grease hood and exhaust system in the Concession Area. Hockey Office and locker Area Remodel and construction of new Hockey Press Box. Phasing of the construction work at the Cadet Field House is critical to success of the project(s). The Field House must remain in operation during the periods of construction. Submission Details: All interested, capable, qualified (under NAICS code 236220 - Commercial and Institutional Building Construction) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 7 pages. Email responses are required. Please include the following information in your response/narrative: • Company name, address, and point of contact, phone number and email address • Business size to include any official teaming arrangements as a partnership or joint venture • Details of similar projects and state whether you were the Prime or Subcontractor • Dates of construction work • Project references (including owner with phone number and email address) • Project cost, term and complexity of job • Information on your bonding capability Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $20-30M.
