Description
PRE-SOLICITATION NOTICE Project No. 550-17-109: B98 Tramway Asbestos Abatement at VA Illiana Healthcare System (VAIHCS), Danville, IL. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to VOSB construction firms. This construction project is set-aside for Veteran-Owned-Small-Business (VOSBs). Work is to be completed within 30 calendar days of receipt of a Notice to Proceed. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Great Lakes Acquisition Center (GLAC/NCO12) requires Contractor(s) to provide all resources, labor, personnel, equipment, tools, materials, vehicles, transportation, and supervision necessary and required to perform the work associated with project 550-17-109: B98 Tramway Asbestos Abatement. All services related to the Statement of Work (SOW) shall meet local, state, federal, VA, ADA, NFPA, life safety codes and directives. Statement of work includes: The contractor MUST be licensed in the State of Illinois for Asbestos Abatement/Removal. The contractor MUST be registered with the Illinois Department of Public Health. The contractor MUST show proof of OSHA/EPA Supervisor and Employee training for all personnel. The contractor shall obtain all necessary licenses and/or permits required to perform this work and provide them to the Contracting Officer prior to award. Failure to submit the requested documentation maybe grounds for cancellation/or termination. VA Illiana Healthcare System (VAIHCS), Danville, IL seeks a contractor to provide all labor, materials, equipment, supervision, and all other resources necessary to remove all floor tile (approximately 2600 total square feet) and asbestos containing mastic located in the tramways between buildings 98, 104, and 103 per the drawings, specifications, and Statement of Work for Project 550-17-109: B98 Tramway Asbestos Abatement. The solicitation will be issued on/about March 3, 2017 with the bid opening on/about April 7, 2017. The bidder is responsible to monitor and download any amendments from FedBizOpps.gov which may be issued to this solicitation. There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. The construction magnitude range is less than $25,000. The North American Industry Classification Code (NAICS) for this procurement is 562910 (Remediation Services). The Small Business Administration (SBA) size determination for the procurement is $20.5 million. In accordance with VAAR 819.7003 (b), VOSB firms must be verified in the VIP database (www.vip.vetbiz.gov) or hold a Re-verification symbol listed next to the firm s name (this symbol indicates that the firm is undergoing the re-verification process at CVE), prior to award of contract. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding Scope, Dates, etc. will be provided until issuance of the solicitation on http://www.fbo.gov. Any future amendments and other documents will be available electronically for download at the following URL: http://www.fbo.gov. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested offerors are advised to continuously check the fedbizopps.gov website for any changes to the solicitation. Interested bidders should complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov and shall be verified in the VETBIZ Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
