Description
PRE-SOLICITATION NOTICE Project No. 578-16-043: Asbestos Abatement Bldg. 200, Rm. C132, C132C, C131 and C137 at Edward Hines, Jr VA Medical Center, Hines, IL. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to VOSB construction firms. This construction project is set-aside for Veteran-Owned-Small-Business (VOSBs). Work is to be completed within One Hundred Two (102) calendar days of receipt of a Notice to Proceed. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Great Lakes Acquisition Center (GLAC/NCO12) requires Contractor(s) to provide all resources, labor, personnel, equipment, tools, materials, vehicles, transportation, and supervision necessary and required to perform the work associated with Project No. 578-16-043: Asbestos Abatement Bldg. 200, Rm. C132, C132C, C131 and C137. All services related to the Statement of Work (SOW) shall meet local, state, federal, VA, ADA, NFPA, life safety codes and directives. The contractor MUST be licensed in the State of Illinois for Asbestos Abatement/Removal. The contractor MUST be registered with the Illinois Department of Public Health. The contractor MUST show proof of OSHA/EPA Supervisor and Employee training for all personnel. The contractor shall obtain all necessary licenses and/or permits required to perform this work and provide them to the Contracting Officer prior to award. Failure to submit the requested documentation maybe grounds for cancellation/or termination. Statement of work includes: Abate ACM in Room C132, C132C, C131 and C137, Bldg. 200 Room C132: Remove ACM and mastic down to a clean and smooth substrate. Abate approximately 458 square feet of ACM Vinyl Floor tile and mastic in Room C132. Demo approximately 1,600 square feet of ACM interior wall down to studs up to concrete deck above (leave studs in place). Do not damage interior infrastructures in wall. Abate 80 linear feet if ACM insulation on 12 inch diameter pipe in ceiling in Room C132. Reinsulate pipe. Demo lay in ceiling in and grid in process. Abate approximately 15 square feet of ACM floor tile and mastic just outside of the existing door to the room (i.e. out into the corridor). Abate 1.5 feet out from room and abate 5 feet from the centerline of the door opening on each side of the door. Abate asbestos insulation on up to 14 linear feet of 4 inch pipe at sink in room after demo of sink and wall. Reinsulate up to 14 linear feet of 4 inch pipe insulation. Whenever there is exposed asbestos after asbestos has been abated on a pipe, encapsulate the exposed friable asbestos. Room C132C: Abate approximately 217 square feet of ACM Vinyl floor tile and mastic in Room C132C, Demo approximately 1,200 square feet of ACM interior wall materials (all walls) down to studs and up to concrete deck above (leave studs in place). Do not damage interior infrastructures inside of walls. Demo interior door and frame. Do not damage any interior infrastructures inside of walls. Demo lay in ceiling and grid in process; Abate approximately 10 square feet of ACM vinyl floor tile and mastic in small passageway between Rooms 132 and 132C. Abate approximately 15 square feet of ACM floor tile and mastic just outside of the existing door to the room (i.e. out into the corridor). Abate 1.5 feet out from room and abate 5 feet from the centerline of the door opening on each side of the door. Room C131: Abate approximately 45 square feet of ACM ceramic floor tile and mastic in Room 131 and demo floor basin down to smooth surface. Abate any materials under floor basin as ACM material. Abate approximately 800 square feet of ACM interior wall materials (all walls) down to studs and up to concrete deck above (leave studs in place). Do not damage infrastructure located inside of wall. Abate ACM pipe insulation on ten 4 inch elbows on 4 inch pipes in Room C131. Reinsulate pipes. Abate 90 linear feet of ACM materials on 4 inch diameter pipe. Reinsulate 90 linear feet of 4 inch pipe. Abate ACM pipe insulation on 120 linear feet of 2 inch diameter pipe. Reinsulate 120 linear feet of 2 inch diameter pipe. Abate approximately 15 square feet of ACM floor tile and mastic just outside of the existing door to the room (i.e. out into the corridor). Abate 1.5 feet out from room and abate 5 feet from the centerline of the door opening on each side of the door. Whenever there is exposed asbestos after asbestos has been abated on a pipe, encapsulate the exposed friable asbestos. Room C137: Abate approximately 96 square feet of ACM ceramic floor tile and mastic in Room C137. Abate approximately 900 square feet of ACM interior wall materials (all walls) down to studs and up to concrete deck above (leave studs in place). Do not damage infrastructure located inside of wall. Demo lay in ceiling and grid in process. Demo sink. Abate 14 linear feet of 4 inch diameter ACM pipe insulation at sink. Reinsulate 14 linear feet of 4 inch diameter pipe. Abate floor tile and mastic in corridor outside of the room. Tile shall be abated 1.5 feet out into the corridor and for 5 feet on each side of the centerline of the current door opening. Wherever there is exposed asbestos after asbestos has been abated on a pipe, encapsulate the exposed friable asbestos. Package and dispose of ACM debris in accordance with applicable standards and regulations. Remove cove base in a manner that minimizes the damage to the wall surface above the cove base. Contractor shall patch / repair any damage to the wall as a result of removing the existing cove base. All construction debris, hazardous materials and garbage shall be removed in accordance with the terms and provisions of a Class III Infection Control Risk Assessment. Contractor shall be responsible for its own hazardous material, garbage and construction debris removal from the campus. All materials shall be disposed of in accordance with Federal, State and local environmental regulations. Contractor shall provide asbestos abatement Quality Control monitoring. Note: Quality Assurance abatement monitoring will be awarded as separate contract by EHVAH. The solicitation will be issued on/about February 24, 2017 with the bid opening on/about March 24, 2017. The bidder is responsible to monitor and download any amendments from FedBizOpps.gov which may be issued to this solicitation. There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. The construction magnitude range is between $25,000 and $100,000. The North American Industry Classification Code (NAICS) for this procurement is 562910 (Remediation Services). The Small Business Administration (SBA) size determination for the procurement is $20.5 million. In accordance with VAAR 819.7003 (b), VOSB firms must be verified in the VIP database (www.vip.vetbiz.gov) or hold a Re-verification symbol listed next to the firm s name (this symbol indicates that the firm is undergoing the re-verification process at CVE), prior to award of contract. This notice is for informational purposes only and is not a request for submission of offers.
