Description
PEO UW PM Services Sought Response Sheet Sources Sought, PEO U&W for PM Support Services IDIQ/MAC INTRODUCTION The Program Executive Officer (PEO), Unmanned Aviation and Strike Weapons (U&W), Patuxent River, MD 20670, is conducting market research for a prospective program management services contract (100% small business set-aside) that is anticipated to begin in FY2018. Program Management services include, but are not limited to, overall management, direction, control and integration of all program efforts involving support and funding for Unmanned Aviation and Strike Weapons, development, procurement, and modification efforts including: planning, scheduling, and monitoring the system's progress through the acquisition process, develop long term deployment and sustainment road maps, support various program office integrated product teams, and support Foreign Military Sale (FMS) efforts. The results of this Sources Sought will be utilized to determine if an adequate amount of small business subcategories exist for further set aside. As such, all eligible SB/SDVOSBs/8(a)/etc. are encouraged to respond. These services shall be primarily performed at, but not limited to, the following locations: Naval Air Station (NAS) Patuxent River, MD, Washington Navy Yard and the contractor's (including sub-contractors) facility. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. It is anticipated that this procurement will establish at least one Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The majority of Task Orders (T.O.s) under this MAC are anticipated to be Cost-Plus-Fixed Fee (CPFF). Provisions will be available for Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs). The overarching MAC is anticipated to have a ceiling of approximately $249M (including ODCs) and an estimated level-of-effort of approximately 2.8M man-hours. The ordering period of the MAC is anticipated to be 5 years or greater beginning in FY2018. The PSC for this requirement is R408; the NAICS is 541330 with a size standard of $38.5 million average annual receipts. Please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work to be performed in accordance with FAR 52.219-14. SUBMISSION DETAILS It is requested that all interested small businesses submit the PEO U&W PM Services Sources Sought spreadsheet and a brief capabilities statement package (no more than 3 pages in length, single spaced, and 10 point font minimum) demonstrating ability to perform program management support services. This documentation must address, at a minimum, the following: (1) prior/current experience performing program management efforts in support of NAVAIR; (2) prior/current experience performing program management efforts in support of PEO U&W program offices (PMA-201, 208, 242, 262, 263, 266, 268, 280, 281, Common Standards and Interoperability ( CSI) and Mission Area Lead Integrator for Surface Warfare and Strike Warfare ( MALISS )) including contract number/T.O. number, organization supported, indication of whether support was provided as a prime or subcontractor, value of work performed, Government point of contact with current telephone number; and (3) company profile to include number of employees, annual revenue history, office location(s) and associated facility clearance level within the national capital region, DUNS number and CAGE Code, a statement regarding current small business size status; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. The capability statement package shall be sent hard copy to: NAVAL AIR SYSTEMS COMMAND, Attn: AIR 2.4.2.2.2, 47123 Buse Road, Patuxent River, MD 20670 and electronically to john.cappello@navy.mil no later than 2:00 p.m. Eastern Time on 24 February 2017.
