Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a construction project for Emergency Streambank Protection, Slack Brook, Leominster, MA, to determine interest, availability and capability of Women-Owned, HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The NAICS code for this procurement is 237990. Work is expected to begin in Summer 2017 and all work, including site restoration, must be completed by Fall 2017. The estimated construction cost is between $100,000.00 and $500,000.00 The slope is approximately 20 feet high from the edge of the stream to the level of Exchange Street. The subsurface material exposed on the slope is a dense till ranging in size from silt to large rocks and a few boulders. Erosion at the project site is being caused by scouring of the lower stream bank materials by the high volume and velocity of the water in Slack Brook during periods of heavy rainfall and runoff. The work of this project consists of the construction of emergency riverbank erosion protection along the right (south) bank of Slack Brook, adjacent to Exchange Street, in Leominster, Massachusetts. The recommended project involves the placement of a 10 foot high precast modular wall base along 300 linear feet of the Slack Brook lower bank to stabilize the slope and protect it from scouring during high flows. The upper portion of the bank will include a vegetated exterior utilizing a Geocell Cellular Confinement System. Existing stones and boulders at the base of the slope that are moved for construction will be placed back within the channel of the stream. Specific work tasks include clearing and grubbing, excavation, placing and compacting fill and gravel materials, placing stone protection, placing and anchoring a geocell system, placing topsoil and seed, planting of trees and vines, and herbicide treatment for invasive plant control. It should be noted that there are no environmental or regulatory restrictions regarding the on-site reuse of excavated soils. However, due to the naturally occurring arsenic, excess soils removed from the site must be disposed of at an appropriate and licensed COMM-97 facility in accordance with all local, state, and federal requirements. In addition, temporary offsite storage of soil prior to off-site disposal must be conducted using appropriate stockpiling procedures. The Contractor will be required to temporarily remove a steel highway guardrail to access the site for construction. The guardrail shall be carefully stored and reinstalled by the Contractor in its original configuration at the completion of work. Partial closure of Exchange Street will also be necessary to accomplish the work, requiring the Contractor to implement traffic control measures, including temporary barricades, police details, and automated traffic signals. Interested firms should submit a capabilities package to include the following: business classification (i.e. small business) as well as demonstrating qualifications and experience with performing the project requirements stated above. Please indicate the team subcontractor(s), including their prior experience and qualifications, which will be used to support the offeror's effort and their experience must also have been performed within the last five (5) years. Responses are limited to twenty pages and proof of bonding capability is required. Responses are due Friday, February 24, 2017. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
