Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), has a requirement for a project entitled, "Safety Technology Verification for Elastomer Materials Performance Behavior Under High Pressure High Temperature with Corrosive Gas Conditions in the U.S. Outer Continental Shelf (OCS)". This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is E17PS00041 and the solicitation will be issued as a Request for Proposal (RFP). The Government anticipates awarding a Firm-Fixed-Price type contract as a result of this solicitation. The period of performance is anticipated to be 18 months from date of award. The North American Industrial Classification Systems (NAICS) code is 541330, Engineering Consulting Services with a small business size standard of $15.0 million. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. The Bureau of Safety and Environmental Enforcement (BSEE), an agency of the U.S. Department of the Interior, is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of, offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS). BSEE's collective goals include instilling a stronger sense of safety and environmental responsibility among operators, while promoting compliance with regulation. BSEE seeks to expand its role as a world leader in safety and environmental stewardship. Through innovative regulatory approaches and appropriate collaboration with industry, BSEE fosters a culture of risk reduction and compliance among operators that results in reducing the risk of accidents and spills and an enhanced ability to respond to those that do occur with prompt and appropriate regulatory action. BSEE anticipates entering into a contract with the primary objective to assess the engineering design, performance reliability, and testing of the current and new elastomer material grades for deep water offshore oil and gas activities. This study will serve as valuable information to predict the potential behavior of new elastomer materials to manufacture equipment for High Pressure High Temperature (HPHT) with corrosive gas environment conditions for oil and gas operations.
